Veikkaus Oy is requesting tenders for a four-year (2+1+1) framework arrangement to procure Oracle development partners. The maximum total value of the agreement is 12 000 000 € VAT 0 %. The object of the procurement with its different sections is specified in more detail in the invitation to tender, Annex 2. Service requirements, here and other attachments. During the term of agreement, the procuring entity will be ordering services specific to sections according to its needs. The procuring entity is not committed to making specific purchases for fixed amounts. The agreement does not grant the service provider an exclusive right to provide the service to the procuring entity.

Veikkaus is procuring a Gamification tool solution. The scope of the procurement and its requirements are described in invitation to tender and its annexes.

Veikkaus is initiating a tendering process for modern security services and related technology components to strengthen and evolve its security operations capabilities. Veikkaus seeks managed Detection and Response services on top of cloud-native, scalable, and automation-driven solutions that utilize Artificial Intelligence (AI) and Machine Learning (ML) to enable continuous advancement of security operations. The goal is to achieve proactive, data-driven protection and improved operational efficiency across all business environments – both on-premises and in our multicloud-cloud setup. Veikkaus requires the signing of a non-disclosure agreement in order for the tenderers to gain full access to the documents attached to the request for tenders (Annex 8 Integrations & Annex 12 Log Sources). Tenderers must send the signed non-disclosure agreement (Annex 13) to: hankinnat@veikkaus.fi . After submission, Veikkaus will provide the confidential materials to the tenderer who has signed the agreement.

Veikkaus has procured and implemented a CRM solution Optimove, which is being used for multichannel personalised marketing. One of the used channels is SMS channel, which Veikkaus now wants to procure an SMS aggregator to work with. With this procurement, Veikkaus wants to procure an SMS aggregator, which can fully integrate to Optimove for sending SMS. It is estimated that Veikkaus will send approximately 5 million SMS messages a year at the start of the contract. Optimove will be the main system, to which the offered solution will be integrated. Veikkaus expects that integration to Optimove is offered as “out-of-the-box” integration, meaning that Veikkaus nor the tenderer won’t need to do any further development work to get the integration working. In addition to Optimove, Veikkaus will use the solution with other systems for triggered SMS messaging. Such integrations will be Veikkaus’ responsibility, and the procured solution must offer required SMS sending APIs for custom integrations. The offered solution should have the following features, which are described more in detail in Annex 2. • Supports full integration with Optimove’s OptiText, with no further development required • Offers a fully documented API for manual integrations outside Optimove • Supports sending messages to all mobile networks of Finland • Supports using Veikkaus’ protected SMS Sender ID • Has direct contracts with Finnish mobile networks (requirement for protected SMS Sender ID) • Can be used to send SMS to international numbers. Veikkaus expects that the offered solution is implemented and ready for production use with Optimove by the end of 04/2026.

Hankinnan kohteena on Veikkaus Oy:n toimitiloja palvelevat irtokalusteet, äänieristetyt työ- ja vetäytymistilat sekä näihin liittyvät palvelut. Ensisijaisesti hankinta tehdään Veikkauksen pääkonttorille Aku Korhosentie 2–4, 00440 Helsinki. Hankinta on jaettu kahteen (2) osa-alueeseen seuraavasti: • Osa-alue 1: Irtokalusteet • Osa-alue 2: Äänieristetyt työ- ja vetäytymistilat Hankinnan kohde on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä, varsinkin liitteessä 1 Hankinnan kohteen kuvaus. Tarjouksen voi jättää yhteen (1) osa-alueeseen. Päätös tehdään kunkin osa-alueen osalta erikseen. Veikkaus valitsee kumpaankin osa-alueeseen yhden (1) palvelutuottajan puitesopimuskumppaniksi.

Hankinnan kohteena on yritysjärjestelyihin liittyvät juridiset palvelut. Hankittavat palvelut koostuu yritysjärjestelyihin liittyvistä juridisista asiantuntijapalveluista. Asiantuntijapalvelut voivat sisältää mm. seuraavia tehtäviä: neuvonta, asiakirjojen ja selvitysten tarkastaminen ja laatiminen, avustaminen sopimus- ja muissa neuvotteluissa, riidanratkaisu ja oikeudenkäynnit sekä yhteistyö eri viranomaisten kanssa. Tarjouskilpailun perusteella Veikkaus valitsee yhden asianajotoimiston kumppanikseen, joka tuottaa sille hankinnan kohteena olevat palvelut. Valittavalla kumppanilla tulee olla laajaa erityisasiantuntemusta hankinnan kohteena olevien palveluiden tuottamisesta. Kilpailutuksen voittaneen kumppanin kanssa tehdään sopimus, joka on voimassa 31.1.2028 asti ja tämän jälkeen Veikkauksella on halutessaan mahdollisuus jatkaa sopimusta kahdella yhden vuoden mittaisella optiokaudella (1+1).

The subject of the procurement is the comprehensive strategic advisory services required by Veikkaus Group (hereinafter "Veikkaus"). The subject of the procurement is described in more detail in the Call for Tenders and its annexes, especially in Annex 1 “Object of the Procurement.” The maximum and estimated value of the framework agreement is 1 912 350,60 € (VAT 0%). This framework agreement does not include a minimum purchase obligation. Veikkaus reserves the right to procure services outside this framework if deemed necessary. The framework agreement will be in force from an estimated start in April or May 2026 until June 30, 2027. After base contract period, Veikkaus holds an option to extend the agreement for one six-month period until 31st December 2027.
