Eignungskriterien

• Registration

  • •The tenderer shall be a legally established company.
  • •Documentation requirements:
  • •Norwegian companies: Company Registration Certificate.
  • •Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

• Economic and financial capacity

  • •Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
  • •Documentation requirements:
  • •The contracting authority will obtain a credit rating from Experian on its own initiative.
  • •The Contracting Authority reserves the right to obtain the company's last Annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.
  • •If a tenderer has a justifiable reason (e.g. newly started company) of not submitting the documentation that the Contracting Authority has required, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

• Experience from equivalent assignments

  • •Tenderers shall have experience from comparable contracts.
  • •Comparable assignments means the delivery of media monitoring services to customers with a large number of contracting authorities.
  • •Documentation requirements:
  • •Short description of the most important deliveries in the last three years, including information on the contract ́s value, date of delivery, number of delivery points as well as the name of the contracting authority and a description of the assignment ́s content.

• Capacity

  • •Tenderers must have sufficient capacity to fulfil the contract.
  • •Documentation requirements:
  • •A description of the tenderer's average workforce and the number of employees in the management during the last three years.

• Quality assurance system

  • •Tenderers shall have a relevant quality assurance system for the content of the contract.
  • •Documentation requirements:
  • •A description of the tenderer's quality assurance system.
  • •This can possibly be documented by a certificate issued by independent bodies as documentation that the tenderer fulfils quality assurance standards, for example ISO 9001:2015.

• • •The main rule in accordance with the Public Procurement Regulations § 7-9 second paragraph is that climate and environmental considerations shall be weighted with a minimum of 30 percent in all procurements.
  • •The fifth paragraph of the provision is, however, open for failure to set requirements and criteria for climate and the environment, if the procurement has, in its nature, a climate footprint and an environmental impact that is immaterial.
  • •The procurement concerns digital media monitoring, where the delivery mainly consists of access to and use of electronic monitoring and reporting tools. The service involves, to a small degree, physical production, transport, material use or energy consumption. DFØ also mentions in its guidelines to the environmental provision that media monitoring services are typical procurements where the procured service normally does not include elements that have more than a marginal impact on climate and environmental considerations, and thus, according to nature, have a climate footprint and an environmental impact that is immaterial.
  • •Based on the above assessment, the nature of the procurement and the guidelines for DFØ, climate and environmental considerations will not be weighted in this procurement.
