• Quality - user friendliness, functionality/suitability and design

  • •Tenderers shall enclose a description and picture of all the offered products in
  • •standard assortment. Emphasis will be put on this description in the evaluation.
  • •The tender shall include product sheets with pictures and descriptions of the offered products in accordance with the award criteria. Product sheets shall be marked with numbering that corresponds with Annex 5, Price and Product Form.
  • •If there are deviations between the link to the product, cf. column D in Annex 5, the description in the tenderer ́s annex will form the basis of the evaluation.
  • •The contracting authority will emphasise the following conditions:
  • •Functionality and user friendliness set against the need. The contracting authority will assess this based on the tenderer ́s description and documentation of the offered product. In addition a selection of the offered products shall be tested by the contracting authority. See further information on testing products under *
  • •A timeless expression will be emphasised positively
  • •The fact that the offered standard assortment gives an overall design expression.
  • •*Testing of products
  • •The contracting authority will assess the quality of selected products in the price form by testing submitted product samples. Before the tender deadline expiry, the contracting authority has made a list of selected products for which a product sample is wanted.
  • •The products on the list have been selected because they have a large variation on the products in the market and that they are of great importance for the contracting authority. The list will contain 10-15 products per sub competition.
  • •Under this award criteria, the contracting authority will assess the products ́ qualities, including user friendliness, functionality, suitability and material quality, for the best possible goal achievement in accordance with. The tender documentation point 2.1.
  • •Samples shall also be delivered of the substances that the tenderer offers under point 1.2 Available substances.
  • •This will be done by the tenderer either sending the selected furniture to the address stated by the contracting authority shortly after the tender deadline has expired, or by the contracting authority being able to travel to the tenderer ́s premises within an hour's drive from the centre of Drammen. After the tender deadline has expired, the contracting authority will state which furniture shall be included in the testing.
  • •The furniture to be delivered shall be delivered Monday 4 May 2026 and collected 13 May 2026. Testing of products will occur during this period.
  • •The address that the furniture shall be delivered to is Indies Ludvigsens gate 17, 3027 Drammen.
  • •Product samples:
  • •The product samples shall be identical to the offered products and should be marked with the tab and the line it is on in the product/price form, as well as the tenderer ́s name and product number.
  • •Evaluation:
  • •Points will be given in the evaluation for the products. The product that the trade group considers the best will receive 10 points. The other products will get points that reflect the contracting authority ́s assessment of the difference between the products.
  • •The lowest/worst score (0 points) will be given during the evaluation if the Contracting Authority is unable to evaluate each product as intended, based on the information contained in the tender.
  • •The products that are not requested for product samples will be evaluated based on the documentation submitted with the tender.

• Quality - Available fabric

  • •All the furniture that is delivered with textiles shall be deliverable in several different textiles and different colours. The textiles shall be divided into two categories: class 1 and class 2. The tenderer shall state the price in the price form for the delivery of products with textiles from class 1 and class 2 in separate panes in the price form.
  • •The contracting authority shall have the possibility in the contract period to combine different textiles in the same product (e.g. different textiles on seats and backs). If the textiles are from the same class, it shall not affect the price. If the textiles are from different classes, the price is used for the most expensive price range.
  • •Tenderers shall state which textiles are delivered within the two different classes. At least three shall be delivered in each class. Synthetic leather shall also be offered, which must be free of PVC and endure cleaning with disinfection/spirits without having to be wiped with water. Pictures and a description of the textiles in a separate annex shall be enclosed with the tender. It shall be clear which textiles are tendered in which class.
  • •All textiles must fulfil the minimum requirements set in the competition.
  • •All the offered textiles shall fulfil the requirements stated in the tender documentation, such as durability, environment, flame retardation and cleaning. All the offered textiles shall be deliverable in all colours that are available for that textile, without extra cost to the contracting authority.
  • •For this award criteria, tenderers will be evaluated on how many textiles the tenderer offers. The tenderer who offers the most textiles will get 10 points for the criterion. Other tenderers will get points relative to how many textiles they have fewer than the best tenderer. Points will be given on a linear model. If a tenderer offers half of the number of textiles as the best tender for this criterion, they will receive zero points for this criteria. Minus points are not given.

• Price

  • •Tenderers will be evaluated for:
  • •Total price of standard assortment.
  • •Total price for other assortment (State the total price based on the tenderer's
  • •Purchase price NOK 280,000 excluding VAT + mark-up). A definition of the procurement price is given in annex 3. Price and product form. The cover will apply where there is a need to shop outside of standard assortment.
  • •Tenderers shall fill in the attached price form, total prices shall be recorded directly in Mercell.
  • •The prices shall be given excluding VAT, but shall include all of the tenderer ́s other costs (fees, delivery to the agreed address and floor, removal of packaging, assembly, freight, remuneration and all other cost elements).

• Environmental marking of new furniture

  • •Tenderers who can deliver products with third party verified environmental labels will be awarded.
  • •Type I environmental labels, which are regulated in the standard ISO14024 and which cover a considerable number of environmental impacts in the product ́s life cycle, will get a full count of - 10 points. Brands that cover a lower proportion of environmental impacts in the product life cycle will get 1-5 points, depending on how extensive they are. The combination of several such badges can give more points, but is nevertheless limited to a maximum of 10 points. Other labelling schemes with equivalent brand requirements as those stated below will be accepted.
  • •When specifying the final point sum for the award criterion, the contracting authority will calculate the average score for all furniture in the competition.

  • •Environmental labels that are not third party verified, environmental labels that are not relevant or labels that are based on self-declarations will be given 0 points. The entire product shall be environmentally labelled in order to obtain a rating for Svanen, EU Ecolabel, Blå Engel, Svensk Møbelfakta, FEMB level 3 or equivalent type 1 environmental labels. Approval is made as to whether products in the same series have deviations of length, width, depth and height, but the materials and surface must be the same as that described in the tender documents.
  • •Tenderers shall fill in column F and G in the contracting authority ́s attached price and product form. Tenderers who provide other environmental labels than those specified in the list in the requirement formulation will have the legal responsibility to document that the stated environmental label can be seen as equal/equivalent with the marks specified.
