  • •The hourly rate shall be stated in accordance with the descriptions in point 3.6.2 excluding VAT and it shall include all relevant costs and duties to carry out the service.
  • •All relevant costs are in this way defined as:
  • •- Travel expenses (driving, barriers, parking.)
  • •- Costs for physical attendance at the agreed address.
  • •- Other necessary costs to provide the service.
  • •Driving shall not be invoiced as working hours. All costs not stated or specified will be seen as included.

• Quality

  • •This criterium comprises a total assessment of the tenderer ́s relevant competence and experience, understanding of the assignment and the plan for organisation and execution.
  • •1. Competence and experience
  • •Tenders shall include CVs and references for the offered key personnel, which document relevant competence and experience from assignments with a transferable value to business development in Lesja municipality. All experience shall be clearly documented by the contracting authority, type of assignment, scope and date.
  • •A high score is given for tenders that document solid and relevant experience from similar assignments, can refer to concrete results and effects for the contracting authority, and have key personnel with competence who are directly transferable to Lesja municipality ́s needs.
  • •2. Assignment comprehension
  • •Tenderers shall give an account of their understanding of the assignment, with particular emphasis on the central challenges and possibilities for business development in Lesja municipality. Tenderers shall concretise how the delivery will contribute to realise the municipality ́s strategic aims and show how the assignment can be adapted to local conditions, needs and prioritised priority areas.
  • •A high score is given to tenders that show good insight into Lesja's local context, identify relevant challenges and possibilities and present concrete, relevant and adapted solutions to the assignment.
  • •3. Plan for organisation and implementation.
  • •Tenderers shall present a concrete and thoughtful plan for how the assignment shall be organised and implemented, either with one key person or a team. The plan shall describe the chosen work methodology, resource use, physical presence in Lesja, routines for reporting and how cooperation with the municipality ́s other sectors and regional actors will be safeguarded.
  • •Tenderers shall assess the time spent in relation to the extent of the work assignments and prepare a plan for how the assignments can be solved within an expected extent equivalent to approx. half a position. This means that tenderers must account for how the key person(s) or team will have the use of time and resources throughout the year, as well as how the effort is adapted to periods with higher or lower activity. The plan shall show how this ensures continuity, quality and effective execution of the assignment.
  • •High scores are submitted for tender offers with a realistic, clear and feasible plan that shows a good understanding of the assignment and that demonstrates the ability to prioritise assignments, ensure flexibility in resource use, and safeguard continuity and quality throughout the agreement period. Emphasis will be put on a clear assessment of use of resources and time allocation in relation to the assignments.
  • •Each sub-point will be assessed separately on a scale from 0 to 10 points and weighted equally (33.3% each) in the overall quality score.
