Eignungskriterien

• Requirements connected to the tenderer's registrations, authorisations, etc.

  • •The tenderer shall be a legally established company.
  • •Documentation requirements:
  • •Norwegian companies: Company Registration Certificate
  • •Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

• Requirements connected to the tenderer's economic and financial capacity.

  • •Tenderers shall have good economic and financial capacity to be able to fulfil the contract.
  • •Documentation requirements:

• Requirements connected to the tenderer's technical and professional qualifications.

  • •Tenderers shall have good experience from relevant and comparable assignments.
  • •Relevant and comparable assignments means experience with engineering design services, construction and delivery of professional boats or work boats with catamaran interceptors and.
  • •Tenderers must also prove that they possess, or have contractual access to, the necessary technical competence for the delivery and integration of both electric and petrol driven propulsion systems.
  • •Documentation requirements:

• Requirements connected to the tenderer's technical and professional qualifications.

  • •Tenderers shall have a relevant quality assurance system for the content of the contract.
  • •Documentation requirements:
  • •A description of the tenderer's quality assurance system.
  • •This can possibly be documented by a certificate issued by independent bodies as documentation that the tenderer fulfils quality assurance standards, for example ISO 9001:2015.
  • •The contracting authority will also accept other documentation of equivalent quality assurance measures if the tenderer does not have access to such certificates, provided that the tenderer proves that the proposed measures ensure equivalent quality.

• Requirements connected to the tenderer's technical and professional qualifications.

  • •Tenderers shall be suitable to fulfil contract requirements for due diligence assessments for responsible businesses, cf. The contract formula's point 12.1.
  • •This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption.
  • •Documentation requirements:
  • •A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies. The documentation shall include:
  • •·       Formal policy/guidelines that cover an obligation to comply with the requirements of responsible business.
  • •The contracting authority will make the tenderer
  • •note that the tender documentation includes a reply form for qualification requirements for due diligence assessments for responsible businesses. See annex 4.
  • •The reply form contains guidance that the tenderer is expected to use in order to minimise the risk of deviations from the tender requirements. Tenderers can submit other documentation for the requirements, but the contracting authority encourages to use the form to document fulfilment of the qualification requirements.

• Climate and environmental considerations are not included as a separate award criterion in this competition, as it is considered that the climate and environmental effect is safeguarded more efficiently through absolute minimum requirements in the Contracting Authority's requirement specifications (Annexes 1 A and 1B), cf. the procurement regulation § 7-9 (4). ·       For the electric operating boat

  • •There is an absolute minimum requirement of 100% emission free electrical propulsion. It is clear that such an absolute requirement gives a significantly better climate and environmental effect than weighting the environment as an award criterion.
  • •·       For the petrol-driven operational boat: Due to a lack of infrastructure at the location (Håøya), fossile propulsion system is allowed. In order to ensure the lowest possible environmental impact, the requirement specifications set absolute minimum requirements for engine technology. This means that the engine must fulfil the strictest current emission requirements for professional boats, and be fully compatible with and factory certified for the use of standard E10 petrol (with up to 10% bioethanol) without this affecting or limiting the engine guarantee.
