This procurement is for a framework agreement for the delivery of equipment and material for UV systems, as well as service and maintenance of UV installations at different water treatment plants. The UV systems function as a hygienic barrier that ensures that the drinking water for Oslo ́s inhabitants fulfils the requirements in the drinking water regulations. In order for the systems to be operative and fully functioning at all times, it is essential that these systems have the necessary and correct preventive maintenance with critical spare parts in stock, and that VAV has an agreement for the necessary turn-outs and turn-outs in the event of an error. See the attached procurement documents for a more comprehensive description of the procurement.

Eignungs- & Bewertungskriterien

Eignungskriterien

  • Requirements connected to the tenderer ́s economic and financial capacity.

    • Tenderers must have the financial capacity to fulfil the framework agreement.
    • Documentation requirements:
    • The company's annual accounts or extracts thereof if the publication of the annual accounts is required in the country where the tenderer is established. NB: Norwegian companies obtain the contracting authority's annual financial statements from brreg.no. Foreign companies can refer to an equivalent place where the contracting authority can obtain the annual accounts without costs.
    • Or
    • • The accounts ́ balance for the last three available fiscal years. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.
    • • A statement of the company's total turnover for the maximum of the three last available fiscal years. The declaration can also apply to the turnover within the area that the contract applies if this information is relevant and available. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.
    • And
    • • Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. NB: The contracting authority will obtain a credit rating from CreditSafe.
  • Requirements connected to the tenderer ́s technical and professional qualifications.

    • Experience from the services of an equivalent nature and degree of difficulty is required.
    • Equivalent nature and degree of difficulty means service on UV installations for water treatment/drinking water.
    • Documentation requirements:
    • An overview of relevant services that the tenderer has carried out in the last three years. The overview shall state the time and place the work was performed, the nature of the work, the degree of difficulty as well as the contracting authority.
    • If it is necessary to ensure a sufficient competition, documentation of relevant services that the tenderer has provided more than three years ago can be submitted.
  • Qualification requirements connected to due diligence assessments for responsible working life.

    • Tenderers shall be suitable to fulfil the contractual requirements for due diligence assessments for responsible businesses within 6 months of the contract being signed.
    • This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption.
    • Documentation requirements:
    • A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies.
    • The documentation shall include:
    • •Formal policy/guidelines that cover an obligation to comply with the requirements of responsible businesses.
    • • Formal policy/guidelines for accountability for sub-suppliers/the supplier chain, (Supplier Code of Conduct). This shall only be provided if sub-suppliers are used.
    • Descriptions of the tenderer ́s processes and routines for how the company works with due diligence assessments.
    • Description of how the tenderer will obtain and maintain an overview of the country of origin and production locations for the products that the tenderer offers. This shall only be delivered if the procurement includes goods.
  • Requirements connected to the tenderer ́s registrations, authorisations, etc.

    • The tenderer shall be a legally established company.
    • Documentation requirements:
    • Norwegian companies: Company Registration Certificate
    • Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Zuschlagskriterien

  • Price - Total price of table 1-3 in Annex 1 - Price Form.

  • Exceptions from the main rule in the Supply Regulations

    • In accordance with the Utilities Regulations § 7-9 second paragraph, climate and environment considerations shall as a main rule be weighted with at least 30 percent in the award criteria. For this procurement, however, it is considered that it is "clear" that it provides better climate and environmental effect to set concrete requirements in the requirement specifications, cf. § 7-9 fourth paragraph.
    • Justification for exceptions from the main rule on weighting climate and environmental considerations:
    • KOFA has stated that the contracting authority must substantiate why the exception is applicable in the concrete procurement, in accordance with the requirement for verifiability, cf. the KOFA case 2025/0819 section 30. The justification shall show that the exception gives an objectively better climate and environmental effect, and that the contracting authority has a sufficient knowledge basis. It is sufficient that the effect is marginally better.
    • The procurement concerns goods deliveries and service and maintenance services for UV systems. The concrete assessment of the climate and environmental effect is based on experience from previous procurements of equivalent services, see procurement 30/2017, together with the minimum requirements based on, among other things, Oslo municipality ́s city council case 1004/25.
    • One of the more significant climate and environmental impacts as the reason for the service is transport - particularly for the service and maintenance assignments. These assignments make up the most comprehensive part of the service. In order to reduce this load, VAV sets the following minimum transport requirements for all deliveries and service assignments:
    • • Zero emission vehicles, i.e. 100% battery electrical or hydrogen powered vehicles, or
    • • Biogas vehicles that at least fulfil Euro class 6/VI. The requirement applies for the last transport stretch ("cargo mile") for both goods deliveries and service assignments.
    • This initiative gives a significant and documentable environmental gain and has greater effect than a general weighting of climate and environmental considerations for transport when awarding.
    • There are further requirements for a return scheme for packaging for deliveries of goods, in accordance with point 4.5 in Oslo municipality ́s standard contract for goods procurements. This minimum requirement eliminates a need to award on an equivalent sub-criteria and the effect is more significant as a minimum requirement.
    • In the requirement specification, VAV requires that the tenderer confirm that it holds a valid environmental certificate, issued by an independent certification body, for example ISO 14001 or equivalent. It is also not appropriate to award certifications.
    • There are also minimum requirements for adequate guarantee schemes for the components included in the goods delivery. This means, among other things, that the tenderers shall confirm that the offered UV lamps shall have a guaranteed lifetime in accordance with "E. Requirement for the tender/delivery point 2" in Annex 1 - Requirement Specification. The guarantee covers the replacement of lamps that fail within the guarantee period without cost to the Contracting Authority. The planned replacement at the end of the lifetime is included in the goods deliveries in accordance with The Norwegian Institute of Health and Research. Annex 2 - Price Form and is not included in the guarantee. The guarantee requirement is thus best suited as a minimum requirement.
    • The offered products shall have a low content of health and environmental substances, and recognised products that are available in the Norwegian market shall be used. The data sheet for the products shall be available on request, so that the contracting authority can check the content and characteristics that fulfil the given threshold values. The requirements will be in the requirement specification.
    • Overall, it is clear that the above mentioned minimum requirements provide better climate and environmental effect, compared with weighting climate and environmental considerations as the award criterion. The above mentioned minimum requirements give a better climate and environmental benefit based on the nature and scope of the procurement. The requirements therefore fulfil the condition for exemptions from the main rule in accordance with the utilities regulations § 7-9 fourth paragraph.
