This notice establishes a qualification system for economic operators capable of providing, by the long-term supply (by ownership or charter or an equivalent arrangement), the operation, management and maintenance of a Floating Storage and Regasification Unit (FSRU) and associated services to support Ireland’s Strategic Gas Emergency Reserve. The Qualification System comprises two lots: Lot 1 for long‑term strategic gas emergency reserve services using an FSRU (to be the subject of an Initial Competition), and Lot 2 for short‑term strategic gas emergency reserve services using an FSRU as a bridging vessel (which GNI may run only if required). Qualified operators must be able to supply an FSRU capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting the Irish gas transmission system gas quality specification and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side by side ship to ship transfer. Outside emergency deployment, the FSRU will predominantly operate on standby with minimal routine regasification; periodic operation may be required for assurance and maintenance purposes. Associated onshore and marine infrastructure (including any jetty, onshore terminal and pipeline works) are not included within the scope of this qualification system and will be the subject of a separate procurement; however, the successful contractor(s) may be required to provide and/or coordinate necessary ancillary services to support safe and reliable operations, including catering services, crew logistics, waste and residue handling and offtake, fender storage and management, and utilities support as appropriate to FSRU operations. Contracts may be awarded to qualified operators without further publication. Further details, including technical, legal and financial requirements for qualification, are set out in the qualification system documents and will be further specified at call‑off stage.

The objective of this QSQ is to qualify Applicants onto the Qualification System for the following four (4) lots. Successful applicants will be invited to participate in Call for Competitions based on their selected lots. Lot 1 Gas Quality Analysis Lot 2 Validation of gas analysers Lot 3 Supply of Calibration Gas Lot 4 Gas Quality and Metering Technical Support Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may modify the Qualification System to reflect changes in its requirements.  The conditions under which such an option may be exercised by the Contracting Entity will be outlined in the relevant call off competition document. Deadline for QSQ responses Applicants can apply for admission to the QS at any time while the QS is open. QSQ responses must be submitted through the eTenders system and the Contracting Entity will accept QSQ responses up the closing date of this QS on insert time hours local time on Wednesday 13th February 2036 , unless amended by way of clarification. Applicants who are interested in participating in the Initial Competition must submit their completed QSQ by 12:00hrs (local time) Friday 06th March 2026. The Contracting Entity may, but shall not be obliged to, run an Initial Competition.

The objective of this QSQ is to qualify Applicants onto the Qualifications System for the manufacturing and supply of Polyethylene (PE) Pipe, Fittings and Valves for Gas Networks Ireland. The proposed supply requirements are to be divided into four (4) separate lots as detailed below: • Lot 1 (PE Pipe 90mm - 400mm) – Manufacture and supply of PE pipe for gas. • Lot 2 (PE Pipe 20mm - 63mm) – Manufacture and supply of PE pipe for gas. • Lot 3 (PE Fittings) Manufacture and/or supply of PE Fittings for gas. These include but are not limited to PE; caps, couplings, elbows, equal tees, flange adaptors, reducers, tee branch saddles, tees, tapping tees, G clamp adaptors, multi tap tees, branch saddles, bends, unequal tees and end caps. • Lot 4 (PE ball valves) – Manufacture and/or supply of PE Valves for gas. These include but not limited to valves ranging in size from small diameter 20mm to larger diameters up to 315 mm. Please note: Lots 1 and 2 relate to manufacture and supply requirements. Lots 3 and 4 relate to manufacture and/or supply requirements. The requirements for the manufacture and/or supply of pipes, fittings and valves under this Qualification System will include arrangements for delivery to various stipulated depot destinations on the island of Ireland and the ability to operate a national distribution network. Applicants should note that from time to time over the term of the Qualification System, the Contracting Entity, at its sole discretion but without altering the overall nature of the Qualification System, may modify the Qualification System to reflect changes in its requirements. Such modifications may include changes to the pipe diameter and pressure rating which may result in an increase to the pipe size, wall thickness and pipe properties or specification and the provision of services or additional supplies associated with such changes. The Contracting Entity will also seek similar changes to pipe fittings and valves. The conditions under which such an option may be exercised by the Contracting Entity will be outlined in the relevant call off competition document. The Contracting Entity also reserves the right to add additional lots to the Qualification System. Applicants may apply for qualification in one or more lots. At the discretion of the Contracting Entity a full site visit and audit of the prospective Qualified applicants supply chain manufacturing facility(s) will be carried out to validate and support their pre-qualification submission. In the event of a site visit and audit being carried out to pre-qualify the Supplier must successfully pass this site inspection audit. It is envisaged that the scope of products and services of the initial Call for Competition to be drawn-down under the Qualification System will be, but not limited to; PE pipes, fittings and valves and will cover the following: 1. Standards: • Gas - as per I.S. EN 1555 or equivalent. 2. Indicative Diameter Range: • PE pipe, fittings and valves ranging in size from small diameter 20mm to large diameter 400 mm pipe and fittings. 3. Indicative Pipe Specification/Types: • Solid wall pipe; • Coextruded pipe; • Peelable pipe; and 4. Indicative Pressure Range and Pipe Materials : Pipe Material/Description Pressure Range (Barg) PE 100 (SDR 11) 7 PE 80 (SDR 11) 4 PE 100 (SDR 17) 4 PE 80 (SDR 17) 2 5. Colour • PE80: solid wall PE pipe in yellow colour • PE80: c-extruded wall PE pipe with outer layer in yellow colour • PE100: solid wall PE pipe in orange colour (sizes 180mm and above) • PE100: PE 100 PE pipe with peelable outer layer in yellow colour (with stripes) • Pipes for proof-of-concept hydrogen projects shall be yellow with blue axial stripes.

The scope of the Package Boiler Unit (PBU) is not limited to the design, manufacture, assembly, delivery and commissioning of complete packaged boiler units comprising natural gas‑fired boilers, natural gas‑fired generators, associated LPHW systems, control and automation systems, instrumentation, documentation, FAT/SAT, and commissioning support. The scope also incorporates purchasing of heat‑exchangers as part of an integrated natural‑gas pre‑heat system. The following is applicable to the scope of the QS: • GNI may procure all or any part of the Boiler Package Unit and heat-exchangers • For the purposes of compliance with Regulation 97(1)(a) (Modification of contracts during their term) of the Utilities Regulations 2016 GNI may require additional services, works, supplies under the scope, relevant to Boiler Package Unit site, during the Framework period, e.g. the provision of boilers and all ancillary equipment to facilitate the safe and efficient operation of the Boiler Package Unit assembly. The Contracting Entity reserves the right, at any time during this competition and/or the operation of the Qualification System, to conduct audits (including Supplier Quality Audits), which may include site visits and quality audits, for the purposes of verifying the accuracy and completeness of tender submissions and any supporting documentation provided. Such audits may include review of relevant facilities, processes, quality management arrangements, records and traceability information, and (where appropriate) the Applicant’s and/or its sub-suppliers’ premises. Applicants must acknowledge that, because materials, equipment and services within the scope of this Qualification System may be used directly on the gas network, participation in such audits may be a requirement of GNI and may be a minimum condition for progression, for any subsequent Call for Competitions. Any corrective actions identified during an audit must be satisfactorily addressed within the timeframe specified by the Contracting Entity. The Contracting Entity reserves the right to call off from the Qualification System in respect of any goods and services that may be required in Northern Ireland and/or Scotland

Representation and attendance at arbitration and oral hearings. Liaising with landowners and their advisors, including surveying and maintaining landowner records. Provision of agricultural and agronomy services, inclusive of agricultural liaison officers. Co-ordination of specialists, advisors and subcontractors for landowner requirements for gas infrastructure projects. Updating GNI and GNI (UK) Limited records remotely and providing landowner postal communication services and other administration activities at short notice. Land reinstatement and drainage resolution which is an agricultural liaison officer function.
