This Tender Notice apply to Københavns Lufthavne A/S’ (hereinafter the ”Contracting Entity”) invitation to tender for a contract for the purchase of a baggage handling system for Baggage Factory East (BFE-BHS) under the Defence and Security Directive (2009/81/EC). The tender material will only be published to the prequalified tenderers once the result of the prequalification has been announced. The tender schedule will be revised when the tender material is published. When applying for prequalification, a candidate need submit a completed ESPD as documentation for its suitability and a signed non-disclosure agreement. Template for the non-disclosure agreement will be uploaded after the publication of the Tender Notice. In addition to the ESPD, the applicant is encouraged to submit the following: • Statement on Consortium (only if the applicant is a consortium) • Commitment Letter (only if applicant relies on the capabilities of other entities) • Declaration concerning Russia Baggage Factory East (BFE) comprises the construction of a new BHS facility dedicated to a Baggage Handling System and Early Baggage Storage. The new Baggage Factory in Copenhagen Airport (CPH) will be located east of the existing Baggage Factory 3 (BF3) and is designed to meet future capacity needs at CPH. The Contract is based on an Early Contractor Involvement (ECI) and will be executed in two phases; Phase 1: Development phase and Phase 2: Final design and execution phase. At the end of Phase 1, a fixed price for Phase 2 shall be agreed. The BFE BHS project includes a large random access bag store (4500-5000 bags). It also incorporates speed loader batching stations (6-8 stations) to ensure optimal outbound operations, as well as an ICS interchange enabling transfer between belt conveyors and the ICS system, as the existing CPH BHS is belt conveyor based. The project further includes a ULD handling system to support the batching stations. In addition, belt conveyor connections must be established to and from the existing CPH BHS system. The overall solution must provide a high degree of redundancy and ensure extensive operational flexibility for the new Baggage Factory East. The BFE BHS project includes a complete, operable, maintainable and safe BHS on a “Design & build, turnkey basis”. The project includes all management, design, engineering, site work, installation, testing, commissioning, FATs, SATs, and all mechanical, electrical, software, steelworks and structural components required to deliver the intended BHS functionality. The BFE-BHS will be installed in a new building with an available footprint of approximately 3800 m² for the BHS. The building will have a height of 35 meters and include a 70 meter connector bridge linking the new BFE building to the existing baggage facility. The BFE-building will be constructed landside, while the connector will be built airside. During the execution phase, the entire BFE-project area will be converted to airside operations. The overall BFE programme is divided into two projects: the Baggage Handling System (BFE BHS) and the building, housing the BHS (BFE Build). This division necessitates a joint project development to optimize planning, coordination and management of interfaces between the two projects throughout both the project development phase and the final design and execution phase. The Contract is based on an Early Contractor Involvement (ECI) and has been prepared with inspiration from general principles of project development cooperation. Phase 1 – is the Initial co-design phase where the BHS contractor must have a design team located in CPH together with the BFE Build contractor and CPH. Phase 2 – Will comprise of the remaining design period (Design Stage 2) as well as the rest of the turnkey project scope including the production and execution on site all the way to the handover to CPH. Financial incentives are included in both the BFE BHS and BHS Build contracts to support constructive collaboration and to motivate to meet the interdependent milestones between the two main contracts on time. The project is planned to be carried out according to the following preliminary key milestones: • Contracting and commencement of project development: September 2026 • Obtaining building permit: August/September 2027 • Start of installation: Summer/Autumn 2028 • Completion and Handover: Late 2029/start 2030

  • The tenderer must meet the following minimum suitability requirement

    • 1) Average yearly turnover of minimum 100 million EUR according to the latest three available financial statements
    • As for consortia, the consortium members combined must meet the minimum requirements. As for candidates relying on the economic standing of other economic operators, the candidate and the committed entity combined must meet the minimum requirements.
  • The tenderer must meet the following minimum suitability requirement

    • 2) Equity of minimum 25 million EUR according to the latest three available financial statements
    • As for consortia, the consortium members combined must meet the minimum requirements. As for candidates
    • relying on the economic standing of other economic operators, the candidate and the committed entity combined must meet the minimum requirements.
  • The tenderer must meet the following minimum suitability requirement

    • 3) Solvency rate of minimum 10 % according to the latest available financial statement.
    • As for consortia, the consortium members combined must meet the minimum requirements. As for candidates
    • relying on the economic standing of other economic operators, the candidate and the committed entity combined must meet the minimum requirements.
  • Minimum suitability requirement

    • It is a minimum requirement that the candidate has at least three references that demonstrate experience designing, supply, installing, testing & commissioning BHS projects with a minimum project capital expenditure value of 15 Milion Euro. For each reference the information listed below shall be provided.
    • The references must have been provided within the last 5 years before the date of the application deadline. The
    • date of provision is calculated as from the date of take-over and commissioning. Ongoing references are not accepted.
    • The reference requirement can be fulfilled through references where the tenderer has been a supplier or subcontractor. The decisive factor is that the tenderer has performed the work covered by the reference.
    • Please note that a candidate may in its ESPD state only its own references, i.e. for the specific legal entity (e.g.
    • company) in question. This means for example that group companies’ references may be taken into account only if the candidate relies on the group companies in question in relation to suitability and if separate ESPDs and letters of commitment are submitted for these group companies, see below.
    • As for consortia, the consortium members combined must meet the minimum requirement. As for candidates relying on the technical and professional suitability of other economic operators, the candidate and the committed entity combined must meet the minimum requirement.
    • Selection criteria:
    • Candidates are selected based on references.
    • The selection will be based on the candidate’s information provided in the ESPD.
    • Candidates may provide a maximum of 5 references for selection.
    • For each reference, the following information must be provided:
    • a) Name of reference and address of installation
    • b) Name of buyer and contact information of buyer’s representative
    • c) Candidate’s role in connection with the reference
    • d) Explanation why the reference demonstrates relevant experience in relation to the tender regarding the BFE BHS project
    • e) Time for execution
    • f) Contract value
    • References must be a maximum of 5 years old from date of take-over and commissioning.
    • If the candidate submits more than 5 references, only the first 5 references will be given weight in the selection.
    • This also applies if the candidate is a group of economic operators and/or if the candidate has based its application on the technical and professional capabilities of one or more other entities.
    • Candidates are requested to forward separate documents (maximum 2 A4-pages per reference) describing the references.
    • When selecting the 3 best qualified candidates, the Contracting Entity will place emphasis on:
    • 1. How well the references fit the scope of the BFE BHS project. Scope must be understood as the different elements that are part of the BFE project.
    • 2. How close the references fit the scale of the BFE BHS project. Scale must be understood as the amount/volume of equipment in the BFE project.
    • 3. How close the complexity of the references fit the scope of the BFE BHS project. Complexity must be understood as the different elements in the BFE project in interaction together.
    • References used for selection may include references that document the candidate’s compliance with minimum requirements for technical and professional ability.
    • Contracting Entity reserves the right at any time to demand that candidates provide all or part of the documentation concerning exclusion and suitability if deemed necessary by the Contracting Entity for the correct completion of the tender procedure.
