Eignungskriterien

• Company Registration Certificate

  • •The tenderer shall be a legally established company.
  • •Documentation requirements:

  • •Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

• Economic and financial capacity

  • •* Tenderers must have sufficient financial capacity to fulfil the framework agreement.
  • •Documentation requirements:
  • •* Tenderers must have sufficient financial capacity to fulfil the framework agreement.
  • •* The contracting authority reserves the right to obtain annual accounts or other documentation if this is necessary to evaluate the requirement.
  • •* Tenderers can present all documentation that they believe is relevant for the assessment of their financial capacity.

• technical and professional qualifications

  • •Tenderers must have sufficient capacity to fulfil the contract.
  • •Documentation requirements:
  • •* A statement of the tenderer's average workforce and the number of employees in the administrative management in the last three years (can be a competence matrix or organisation chart).
  • •* Description of the tools, materials and technical equipment that the tenderer has at its disposal for fulfilment of the contract.

• Environmental management system

  • •Tenderers shall have a satisfactory environmental management system.
  • •Documentation requirements:
  • •* The tenderer ́s description of the environmental management system.
  • •or
  • •* Certificate for the tenderer's environmental management system or environmental management standards issued by independent bodies, f.eks. ISO 14001, Miljøfyrtårn ,EMAS.

• technical and professional qualifications

  • •Tenderers shall have competence and experience from the execution of relevant assignments of an equivalent nature, scope and complexity.
  • •Documentation requirements:
  • •* Description of the tenderer's 2 to 3 most relevant assignments during the last 5 years.
  • •* The description must include a statement of the assignment ́s value, date and recipient. It is the tenderer ́s responsibility to document relevance through the description.
  • •* The contracting authority reserves the right to check the stated references.
  • •CVs for individuals must not be submitted.

• Quality assurance system

  • •Tenderers shall have a satisfactory quality assurance system.
  • •Documentation requirements:
  • •* The tenderer ́s description of the quality assurance system.
  • •or
  • •* Certificate for the tenderer's quality assurance system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, f.eks. ISO 9001:2015.

Zuschlagskriterien

• • •In this procurement, the environment is not weighted as an award criteria by 30%. The contracting authority has chosen to have strict minimum environmental requirements, which will clearly give a better environmental effect than setting up the environment as an award criteria. According to the Public Procurement Regulations § 7-9 (4) first period, the Contracting Authority is obliged to state a justification for this in the competition documents.
  • •The contractual requirements in this procurement concern the use of zero emission or biogas vehicles. Such requirements have been assessed to have a significantly better environmental effect than using the award criteria for transport in the contract period. Obligatory requirements ensure to a greater degree that the desired environmental effect is actually achieved, whilst the award criteria do not guarantee that the tender with the best environmental achievement wins the competition.
  • •The exclusion provisions in the Procurement Regulations § 7-9 fourth section will therefore apply.
  • •In this competition there are also concrete minimum requirements for machines and equipment that shall use zero emission technology. For machines and vehicles where zero emissions or biogas are not required, euro class 6/VI shall be used as a minimum and certified sustainable bio-fuel in addition to the turnover requirements.
  • •The climate and environmental requirements are further specified in Annex 3 - Contract Formula for framework agreement, chapter 6.15.
