The competition is for the delivery of inspections and maintenance for fire alarm systems and emergency guiding lights, framework agreement. The procurement ́s value is estimated to: NOK 1,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 6,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. APPRENTICE: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as disproportionately is considered, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4).

The contracting authority shall enter into a 2 year framework agreement with an option for 1+1 year for grass cutting services. The contracting authority would like a flexible cooperation with possibilities for, together with the supplier, to find good and economic solutions during the process.

As regards the supplier market, it is considered mature and most of the tenderers will be able to fulfil the requirements for site execution. Combined it is considered better to have requirements that shall be met by the tenderers in the execution of this project than to compete for different degrees of fulfilment. Water supply installations are a part of society's critical infrastructure. The material and product range that has been assessed and selected in the detailed engineering design shall fulfil special quality criteria. The ditch route crosses a vulnerable pasture area and the choices made for pipeline material and execution also take into account the builder's obligations to the environmental authority and landowner to carry out the project in an environmentally gentle way.

The contracting authority needs to enter into an ongoing service contract for a complete municipal fee system with the following: - System for managing municipal fees/duties. - System for the management of private sewage installations. - System for administration of sanitation. - System for managing water meters. The aim of the procurement is to contribute to making the management of municipal fees/fees and the accompanying technical management (and authority management) as efficient as possible. The competition will be carried out as a collaboration and three (3) contractual relationships will be established, one for each contracting authority.

Valuation of properties for determining the basis for property taxes in Holmestrand municipality etc. The assignment includes: Assistance with projects for the implementation of property taxes on commercial properties, including revision of guidelines, stencils, sampling etc. equivalent assistance in connection with new general valuations, ref. the first section. Inspections and photographing of properties according to orders from the property tax office. Contract date with owners who have asked to be present at the site inspection. To familiarise yourself with information from the land register for the relevant properties. Land register updating when errors in the land register are discovered during a site inspection. Prepare proposals for expert committee resolution meetings. Participate in the mentioned meetings and present relevant information, including maps, pictures, observations from site inspections etc. reviewing appeals and preparing proposals for appeals decisions. Participate in appeals proceedings in an expert committee and appeals board, see point vedr. meetings above. See the attached description for further descriptions After political or administrative decisions, the competition can be cancelled or amended. The contract can also be truncated on such a basis. Most of the scope will be the first contract year. Ten emission vehicles are required for fulfilment of the contract. Further requirements or criteria for climate and environmental considerations are not assessed as appropriate as the service is otherwise equal with consultancy services. The exemption provision in the Regulations § 7-9 will be assessed as fulfilled.
