  • •Lot 2:
  • •The bidder must submit an extract from the professional or commercial register (or other proof) as proof of qualification and permission to practice the profession if registration is a prerequisite for practicing the profession in accordance with the regulations of the respective Member State of the bidder. The proof must not be older than 6 months prior to publication of the EU notice. Please designate the proof accordingly as “Attachment: Professional qualification” and submit it in PDF format with the tender.

• Lot 1

  • •As proof of the bidder's economic and financial capacity, proof (confirmation of insurance) of existing public liability insurance or professional indemnity insurance with a minimum sum of:
  • •- EUR 1.5 million for property damage and personal injury
  • •per loss event required. Please name the proof accordingly as “Attachment - Insurance certificate” and submit it in PDF format with the offer.
  • •Note: If the current sum insured is lower, it is sufficient for the bidder to declare that an increase to the required sum insured will take place before the contract is awarded and that proof of this will be provided to the commissioner (see selection field). An informal declaration is sufficient for confirmation, which you should submit as an “Attachment - Sum insured” in PDF format with the proposal.
  • •Lot 2:
  • •(1) A minimum revenue (net, excluding VAT) of at least EUR 700,000.00 for the last 3 completed financial years (2021, 2022, 2023) is required as proof of the bidder's economic and financial capacity. In the case of bidding collective and the use of suitability lenders, the values must be stated separately, but are added together for the evaluation.
  • •(2) As proof of the bidder's economic and financial capacity, proof (confirmation of insurance) of an existing public liability insurance or professional liability insurance with a minimum cover of
  • •- 5 million EUR for property damage and personal injury
  • •per loss event is required. Please name the proof accordingly as “Attachment proof of insurance” and submit it in PDF format with the proposal.
  • •Note: If the current sum insured is lower, it is sufficient for the bidder to declare that an increase to the required sum insured will take place before the contract is awarded and that proof of this will be provided to the client (see selection field). An informal declaration is sufficient for confirmation, which you should submit as an “Attachment: Sum insured” in PDF format with the proposal.

• Lot 1

  • •At least two (2) comparable references for a hyperspectral camera system must be provided as proof of technical and professional capability. The commissioner shall assess the comparability on the basis of the following minimum criteria per reference:
  • •- The reference must have been provided in the last 3 years (calculated back from the date of dispatch of the EU-wide announcement of the present procedure).
  • •- The reference must have been completed (successful commissioning must have taken place).
  • •- The reference must include a camera that takes an image of the luminescence signal of a sample and scans over the spectrum and not over a spatial dimension.
  • •- The reference must have been a hyperspectral camera.
  • •A stand-alone device counts as one (1) reference. The delivery and commissioning of, for example, 2 devices within one order is therefore counted as two (2) references if each device has fulfilled the minimum requirements.
  • •Lot 2:
  • •At least one (1) comparable reference for a an imaging measuring device must be provided as proof of technical and professional capability. The commissioner shall assess the comparability on the basis of the following minimum criteria per reference:
  • •- The reference must have been provided in the last 3 years (calculated back from the date of dispatch of the EU-wide announcement of the present procedure).
  • •- The reference must have been completed (successful commissioning must have taken place).
  • •- The reference must include a camera that measures the luminescence signal of solar cells, as well as optical excitation units that can continuously illuminate the solar cells over a large area (at least 21x21cm2) and with different monochromatic wavelengths.
  • •- The reference must have been a device that is suitable for measuring photoluminescence and electroluminescence signals from solar cells.
