The project "Support to the Peruvian Government in managing the OECD accession process (ViaOCDE)" aims to strengthen the capacity of the Peruvian State in the process of accession to the Organization for Economic Co-operation and Development (OECD), as well as to sustainably manage the post-accession phase.
Since 2022, Peru has been engaged in the OECD accession process, which entails a comprehensive assessment of its public policies, legal frameworks and institutional arrangements against OECD standards. This process covers multiple sectors and requires the implementation of complex reforms, as well as high levels of interinstitutional coordination and evidence generation for decision-making.
In this context, the project contributes to strengthening the technical and institutional conditions required to manage the accession process, promoting a coherent, evidence-based and gender-sensitive implementation of OECD recommendations. It also supports the implementation of strategic reforms through participatory and multi-level approaches involving public, private and civil society stakeholders.
The project works primarily with key institutions at the center of government, such as the Presidency of the Council of Ministers, the Ministry of Economy and Finance and the Ministry of Foreign Affairs, as well as with other sectors involved in the reform agenda. Its intervention focuses on capacity building, the development of public policy instruments, the improvement of coordination mechanisms and the promotion of multi-stakeholder dialogue platforms.
The project also contributes to strengthening relations between Peru, the European Union and OECD member countries, promoting the exchange of good practices and international learning as key tools to accelerate structural reforms. In this regard, the initiative helps position Peru as a strategic partner in the region, capable of adopting international standards that foster a more predictable environment for investment, economic development and institutional trust.
Furthermore, the project incorporates a sustainability approach aimed at consolidating institutional capacities in the medium and long term, particularly in managing the post-accession phase to the OECD. This implies not only compliance with recommendations, but also the institutionalization of mechanisms, tools and processes that ensure the continuity of reforms beyond the project lifecycle.
In this way, the project contributes to broader development objectives such as improving public governance, strengthening competitiveness, reducing inequalities and promoting a more efficient and results-oriented State, in line with the 2030 Agenda and OECD international standards.
