The project seeks to establish a results-oriented governance model in selected municipalities in northern Mozambique by strengthening coordination and joint action between local and national actors, with the aim of improving municipal service delivery and fostering a more enabling environment for local economic development. To this end, the project will allocate resources to selected municipalities to pilot a governance approach focused on long-term municipal economic development objectives. This approach will promote local economic development based on municipalities’ strategic plans, as well as on needs and priorities identified in collaboration with local stakeholders, including the private sector and civil society.

This public tender concerns cleaning services for the premises of the Swiss Embassy in Italy. The complex is located in Rome’s Parioli district, between Via Barnaba Oriani 61, Largo Elvezia, and Via Paolo Frisi.

The overall goal of this mandate is to support the 7 thematic networks of the Swiss Agency for Development and Cooperation (SDC) in managing and publishing the content for their websites on Livingdocs and administrating the members’ collaboration platforms on Microsoft Teams, each with its own thematic focus (Agriculture & Food Systems (AFS) / Health / Water (RésEAU) / Climate, Disaster Risk Reduction & Environment (CDE) / Migration / Employment & Education (E+E) / Peace, Governance & Equality (PGE). This mandate shall start on 01.01.2025, and lasts for a period of 4 years until 31.12.2028, with an extension option of 1 additional year (01.01.2029 until 31.12.2029).

Within SDC, the Section Economy and Education (E+E) is an interdisciplinary team whose main mission is to help SDC identify, design and realize inclusive economic development (IED) opportunities for disadvantaged groups, particularly in low income and fragile contexts by: - Advising and co-creating projects or programmes in the field of IED with other SDC units to develop, test and disseminate innovative approaches, modalities and programs across the institution; - Managing the E+E network that reinforce knowledge management and peer-learning, and by building SDC capacities at headquarters and in the field; - Managing or participating in strategic partnerships with other departments of SDC and offices of the Swiss Federal Administration, other development partners, the private sector, civil society, and knowledge platforms at national, regional and global levels. The thematic focus of this tender is on Private Sector Development (PSD) and Vocational Skills Development (VSD) as well as on the modality on Private Sector Engagement (PSE). The current mandates with the backstoppers expire at the end of 2024. In order to continue the backstopping system, backstoppers are now being searched for the period 2025 – 2029 for 5 different lots.

The ex-post evaluation will assess SDC projects 3 to 6 years after their completion with a special focus on longer-term impact and sustainability.

The foreseen thematic backstopping mandates under this tender will contribute to ensure the continuation of this effort to interlock thematic processes and pool resources. The overall mandate consists of three separate lots: - Lot 1: backstopping of the A&FS Network - Lot 2: backstopping of the CDE Network - Lot 3: backstopping of the RésEAU i.e. the water network The scope and complexity of the requested backstopping activities require a wide range of competences, experience and expertise reaching from technical / professional, methodological, organizational, logistical to administrative requirements that have to be met by the tenderers, including solid thematic expertise covering the various fields of the Cluster Green (incl. linkages to other sectors), as well as skills on e.g. facilitation, communication, innovative methodology, coordination, organization, logistics, administration and finance. The foreseen duration of the project is 46 months (1.3.2025 until 31.12.2028) through a single phase.

The Embassy of Switzerland in Nairobi has the requirement for a suitably qualified and licensed contractor to provide Security Guarding Services at the offices of the Swiss Embassy, the Ambassador’s and private residences of employees hereafter referred as "premises". The scope of the services includes, but is not limited to: a) Ensure the security of the premises and implement adequate safety measures to respond effectively in case of an incident. b) Control accesses to the premises to deter attacks and willful damage to people and property. c) Survey and patrol the premises in order to defer attacks and willful damage to people and premises. d) Intervene immediately and if necessary alerting police authorities to any of the premises in the event of an incident. e) Provide instantly, regularly or on demand security information and security assessments in order to ensure adequate measures are taken to fulfil the tasks as mentioned above.

The Swiss Agency for Development and Cooperation (SDC) has a zero-tolerance policy with regard to sexual exploitation, abuse and harassment (SEAH). The SDC has developed the PSEAH Forum Theatre (live theatre and video tool) in order to raise awareness among staff and implementing partners. The live theatre has been performed at various events for Federal Department of Foreign Affairs (FDFA) employees and partner organisations in diverse global settings including New York, Geneva and Rome. Localisation initiatives for the PSEAH Forum Theatre have been piloted in Bukavu, Bujumbura, Addis Ababa and Harare. As a follow-up measure, the SDC plans to help global PSEAH localisation efforts by allowing at least 9 regions/countries in Africa, South East Asia, Eastern Europe, MENA region, Central Asia and Latin America to adapt and contextualise the PSEAH Forum Theatre for further dissemination and long-term implementation in different cultural settings and languages for different target groups.
