The general aim of the contract to be signed as a result of this procurement is to procure provision of in-house unclassified (Lot 1) and classified (EUCI – Lot 2) administrative support services at EUSPA’s Head-quarters and EUSPA sites. The objective is to establish Framework Contracts in cascade with maximum 2 (two) Contractors per lot that will ensure continuous availability of the services during contract implementation and the existence of a back-up solution. The framework service contracts will be implemented through specific contracts.
Provision of the most comprehensive insurance coverage possible against the risk of accident and death for external and non-statutory staff for the EU institutions. The beneficiaries are covered 24 hours a day, as of and during the round trip from their usual place of domicile or work to the Entity which extended the invitation to them, as well as during their contractual period of employment. The insurance policy must cover all costs arising from an accident and/or death which are not already covered by another insurance policy at the rate of 100% of the part which is not covered, according to the top-up coverage principle. It must include cover for invalidity, death and repatriation of remains to the beneficiary's place of origin as defined in the invitation extended to the beneficiary by the European Institutions. .
The objective of this procurement procedure is to conclude a Multiple Framework Contract with reopening of competition for the procurement of market development services and supplies (e.g. Hardware and Software) from the downstream market providers of solutions using data, products and services offered by the European Space Programme (“EU space solutions”). More specifically the scope of the contract to be signed is: a. The identification of commercialisation opportunities for the EU space solutions (using Galileo, EGNOS and Copernicus) and engagement of new end users; b. The deployment of EU space solutions in the operational environments of new end-users; c. The preparation of the Make it with space booster, collecting lessons learned, established protocols, proven methods and guidelines for excellence. The detailed description of the services/supplies is provided in the Tender Specifications in Annex I to the Invitation. The maximum duration of the Framework Contract to be signed is 48 (forty-eight) months. The procurement will not be split into Lots.

The services covered under the framework contract shall provide the Contracting Authorities with the information and assistance required on privacy and the protection of personal data, including but not limited to: provision of general support and advice to Contracting Authorities on effective ways to process personal data in compliance with existing regulation(s) and policies, including advice on privacy and data protection software; preparation of drafts and revision of existing or new policies, processes and/or manuals addressed to experts, staff, external stakeholders and/or management; establishment of technical, organisational and operational measures for the implementation of policies; definition and documentation of technical standards required for the efficient and sustainable establishment of policies; definition and documentation of working instructions required for the efficient and sustainable establishment of policies; monitoring and assessment of the effectiveness of the current and future implementation of policies, proposing working instructions; preparation and execution of regular exercises to verify the preparedness of staff of the Contracting Authorities and the correctness of the policies and the procedures/working instructions, including updates of the documentation; conducting audits and compliance checks; defining and proposing master plans or short/medium term remediation plans, with the aim to reduce the risks and to remove threats also in the event of predictable changes in the existing legislation and standards; organisation and delivery of training and awareness raising actions for staff of the Contracting Authorities and other stakeholders. In providing advice and assistance to the Contracting Authorities as part of the services described above and further specified below, the contractors may provide support to the Data Protection Officers of the Contracting Authorities. Nevertheless, for any services which may be provided as described above and further specified below, the contractors shall not replace the Data Protection Officers in the performance of their tasks.
