  • •Mittels Eigenerklärung): If we receive more than 5 requests to participate, we will make a selection on the basis of the criteria laid out in the procurement documents and invite tenders only from the 5 candidates with the highest scores. We reserve the right to cancel the procurement procedure if we receive fewer than 2 requests to participate.

  • •a. Development of DPI projects from idea stage to bankable concept (feasibility, business case, specifications) (7%)
  • •b. Finalization of required documents and hand over to financing institutions with positive financing decision (5%)
  • •c. Technical specification of software-based DPI projects (architecture, specifications, interoperability, roll out plans) (10%)
  • •d. Technical specification and design of digital hardware projects such as data centres, fiber optic projects (8%)
  • •e. Design of financial architecture and structuring for blended finance including international and local capital (10%)
  • •f. Advisory on PPP models, operation and maintenance structures for public infrastructure projects (10%)
  • •2. Regional experience (in Africa) (30%)
  • •3. Experience of development projects (at least 50% ODA-financed) (20%)

• EN-C2

  • •Mittels Eigenerklärung): Average number of employees and managers in the last three calendar years, at least 10 persons.

• EN-B1

  • •Technical and professional ability (Mit dem Teilnahmeantrag
  • •Mittels Eigenerklärung): 1. The technical assessment is only based on reference projects with a minimum commission value of 150,000.00 EUR (net).
  • •2. At least 5 reference projects in the technical field "Preparing a project to be investment ready for development finance institutions" in the last 36 months (reference date: date of publication of this tender)
  • •- of which at least 3 reference projects in the specific technical field of Digital Public Infrastructure (DPI), and
  • •- of which at least 3 reference projects from Sub Saharan Africa (in accordance with UN DESA Statistics Division).

• Erreichte Gesamtpunktzahl nach fachlicher Wertung (inkl. Mindbed.): Zur Ermittlung des wirtschaftlichsten Bieters wird hier von der Vergabestelle die erreichte Gesamtpunktzahl nach fachlicher Wertung eingetragen. Es werden nur Angebote mit einer fachlichen Bewertung von mindestens 500 Punkten gewertet. Fachliche Angebote mit weniger Punkten scheiden als fachlich ungeeignet aus.
