Eignungskriterien

• Organisational and legal position

  • •Tenderers are required to have a legally established company.
  • •Documentation requirements:
  • •Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

• Economic and financial capacity

  • •Tenderers are required to have satisfactory financial implementation ability.
  • •The size of the turnover, seen in relation to the contract value, can be emphasised.
  • •Documentation requirements:
  • •The Directorate of Public Construction and Property will carry out a credit rating of tenderers.
  • •Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

• Technical and professional qualifications

  • •Tenderers shall have sufficient and capacity and suitable personnel to carry out the assignment under the contract.
  • •Tenderers shall have sufficient experience from assignments with a comparable value to this contract.
  • •Transferable value means damage clearance and limitation of damages
  • •including water damage and burns. It is not necessary to document experience with framework agreements.
  • •In total the reference assignments shall include both clearance for burns and clearance for water damage.
  • •Documentation requirements:
  • •An overview shall be provided of personnel, with a description of competence and experience, that the tenderer can use and that is relevant for the execution of the contract work.
  • •Tenderers shall submit information on up to 4 reference projects within damage clearance carried out in the last 3 years, state:
  • •- Description of the assignment, state the role that the tenderer had
  • •- Type of building
  • •- The assignment's value
  • •- Start-up date and completion date.

• This procurement is for a framework agreement for reorganisation work after fire and damage, for the counties of Oslo, Akershus, Innlandet, Østfold and Buskerud. In order to reduce the climate and environmental impact of this procurement in accordance with PPR § 7-9 (1), the exclusionary provision in PPR § 7-9 (4) is used, since it is clear that the climate and environmental requirements in the procurement have a better climate and environmental effect than the use of the award criteria. Comprehensive justification given in point 2.8 of the tender invitation.
