Eignungskriterien

• Tenderers have to declare which parts of the contract the tenderer intends to subcontract, where such a declaration is already possible. Declarations shall be made by using the form "Declaration of Eligibility".

• Annual turnover in EUR (net), based on the last three completed financial years before the time limit for tenders, for which figures are already available. Declarations shall be made by using the form "Declaration of Eligibility".

• Tenderers shall make proof of suitable references in the form of a self-declaration in a list of the main supplies and services delivered or performed over the last three years before the deadline for the submission of tenders. For the purpose of this procurement procedure, a reference is defined as a contractual relationship between the tenderer and a client covering services which are comparable to the services which are subject of the tendered contract. Each of the following criteria has to be met through at least one reference (exclusion criteria): 1. The tenderer must demonstrate experience in project work in a multilingual and international environment (at least English and at least 2 countries). 2. The tenderer must demonstrate experience in operating learning management systems for a minimum of 100,000 learners including software hosting and maintenance services. One reference may cover more than one of the above-mentioned exclusion criteria. Tenderers are requested to address the above-mentioned exclusion criteria in the description of the respective reference project if these are considered to be met by the tenderer. Declarations shall be made by using the form "Declaration of Eligibility".

• Evidence must be provided of a business liability insurance for activities that are the subject of the tendered contract. Minimum requirement: The business liability insurance to be proven must include the following minimum coverage: Personal injury, property damage and financial losses: EUR 500,000 sum insured per claim and limited to EUR 1,000,000 sum insured for all claims in an insurance year. Declarations shall be made by using the form "Declaration of Eligibility".

• 1) Registration with the commercial register (Indication of the HRB/HRA number and the register court). If there is no obligation to register (e.g. due to the legal form), corresponding information must be provided. 2) Registration with a professional or trade register in other EU Member States (For the Member States of the European Union, the respective professional or trade registers are set out in Annex 11 to Directive 2014/24/EU). Declarations shall be made by using the form "Declaration of Eligibility".

• Team experience and expertise: The quality of the teams' experience and expertise will be assessed by comparison with other tenders and holistically with 0 to 10 evaluation points, taking into account all declarations made in this respect, with 0 being the worst and 10 the best. • Technical and functional proposal: The quality of the technical and functional proposal will be assessed by comparison with other tenders and holistically with 0 to 10 evaluation points, taking into account all declarations made in this respect, with 0 being the worst and 10 the best. • Financial offer: The financial offer will be rated on the basis of the total of all price items as set out in the Price List. For further details reference is made to section 8.1 of the Invitation to Tender.
