Description of the Scope of Services
Project: The United Heat project will connect the existing district heating systems of Görlitz and Zgor-zelec to create a shared cross-border heat network. The German and Polish networks will be thermal-ly interconnected, enabling heat transfer in both directions. Purpose of this Prior Information Notice: This notice informs suitable companies at an early stage about the planned procurement of the work packages described below. It serves as an initial market approach and allows interested companies to prepare in good time. Binding requirements will be set out only in the subsequent procurement documents.
Description: The generation and interconnection site at "Klärwerk Nord" is a key element of United Heat. Its objective is to provide climate-neutral district heating and establish, in the longer term, a cross-border thermal link between the district heating systems.
• WP 12 covers the connection to a separate cross-border district heating pipeline to be con-nected at a later stage, including pipeline installation and civil works.
• WP 20 covers the large-scale wastewater heat pump, including water abstraction and return, the energy centre, electrical, instrumentation and control systems, and integration into the district heating network.
The two work packages will be considered together to combine technical optimisation, permitting feasibility, security of supply, construction sequencing and the operating concept within one inte-grated approach. The contract is intended to be awarded to a general contractor or capable consorti-um.
• Design and optimisation: Review and further development of the reference design, detailed engineering and optimisation within the functional requirements.
• Plant and infrastructure delivery: Construction of the heat pump energy centre, heat ex-changers, piping, route sections, power supply, instrumentation and control / supervisory control systems and civil infrastructure, including site management, construction supervision and HSE.
• Interface management: Coordination with the district heating network, wastewater treat-ment plant operations, grid connection, higher-level control systems, SCADA / supervisory systems and adjacent work packages.
• Permitting management: Compliance with permit conditions relating to construction, envi-ronment, noise, fire safety, water law and plant-specific safety.
• Commissioning and verification: Functional testing, trial operation, optimisation, verifica-tion of agreed functionalities, training of the Employer’s personnel and defect rectification.
• Additional services: Preparation of supplementary operational documentation, including timely service agreements based on a service level agreement.
Project status: Interested companies will receive a reference design comprising preliminary and per-mitting design documentation, explanatory reports, site and route plans, plant layouts, process flow and hydraulic diagrams, functional descriptions, information on existing assets, utilities and site con-ditions, instrumentation and control / building automation documentation, function lists and rele-vant electrical, instrumentation, control and grid connection information. The documents enable a sound technical assessment and serve as a starting point for Contractor optimisation. They are a ref-erence and information basis. The subsequent procurement is intended to define functional re-quirements and binding minimum quality standards while allowing technically appropriate optimisa-tion by the Contractor.
Outlook: Tenderers will receive a functional performance specification. On this basis, the future Con-tractor will be responsible for further design, optimisation, procurement, construction, commission-ing and handover. The Contractor may use the advanced reference design made available during the procedure and may amend it where appropriate and economically advantageous. The project targets companies with strong engineering and management capabilities: the existing project basis reduces familiarisation and assessment risks while allowing proprietary technical solutions, commercial opti-misation and professional EPC delivery.
Expected profile of interested companies: The aim is to attract capable EPC contractors / general contractors and suitable consortia experienced in energy centres, large-scale heat pumps, district heating, industrial plant construction and complex interface management. The opportunity is di-rected at companies able to design, manage and deliver complex energy and infrastructure projects as integrated systems. Demonstrable expertise in several of the following areas is required:
- Large-scale heat pumps, energy centres, industrial heating and cooling plants or comparable facilities, preferably with turnkey delivery experience.
- Integration of buildings and civil structures, process plant engineering, hydraulic systems, electrical engineering, automation and supervisory control systems.
- Construction within existing facilities and/or operationally sensitive sites.
- Permitting management, HSE, construction sequencing and quality assurance.
- Management of subcontractors, partners or international consortia under clear overall re-sponsibility.
The mature project basis, clear functional objectives, high visibility and scope for optimisation make this project attractive to companies capable of assuming overall responsibility for complex, multi-discipline energy infrastructure.
