This intervention will serve to consolidate the SDC’s humanitarian portfolio, with a more strategic and long term engagement with Palestinian Civil Society Organisations in the field of protection, with a focus on gender based violence, people with disability and youth. The mandate for the implementation of the project shall be awarded to a third party through this open tender. The subject of this tender concerns establishing a special fund to support small-scale community organisations through funding and institutional guiding to ensure and improve the effectiveness and sustainability of their work, so that they can, in turn, protect their communities by providing effective services.

The Swiss Development Agency (SDC) is a governmental agency part of the Swiss Federal Department of Foreign Affairs (FDFA), with head office in Bern. The section quality assurance and poverty reduction is responsible for results-based management (RBM) and quality assurance instruments. This tender process concerns a thematic and operational backstopping support mandate on economic and financial analysis of SDC’s projects. The aim of the mandate is to provide thematic and operational support to SDC staff on the implementation of economic and financial analysis of SDC projects with a focus on cost-benefit analysis (CBA) and cost-effectiveness analysis (CEA). The mandate covers the period from 1 November 2020 to 31 October 2025 and is divided into two lots.

This SDC tender seeks to identify a bidder that can: 1) Undertake risk assessment for glacial lake outburst floods in the states of Sikkim and Himachal Pradesh, and design and implement an early warning system (EWS) and guide on preparedness and response; 2) Validate and upscale the precipitation based landslide early warning system for the Bhagirathi valley in Uttarakhand state; 3) Support capacity building on threat detection, EWS design, implementation, operation and maintenance, and management; 4) Develop and disseminate knowledge products on disaster risk management.

The tendered Backstopping Mandate (BSM) aims at supporting on one hand the ‘RésEAU’ and on the other hand the GPW by providing a wide range of specialized thematic, conceptual, methodological and technical services based on a solid state of the art expertise. The required backstopping is divided into two separate lots: Lot 1: shall deliver targeted support to the ‘RésEAU’; Lot 2: shall deliver targeted support to the GPW. The minimum offer must comprise one lot (i.e. Lot 1 or Lot 2).

In order efficiently to fulfil the obligations under the EU Water Framework and Groundwater Directives, it is necessary to provide a systematic collection of relevant data on groundwater at the national level, their systematization, storage and monitoring of changes, i.e. to create and establish a Groundwater Database Management System (GWDMS). The object of procurement are the consultancy services related to the creation and establishment of the GWDMS. Additionally to main consultancy services, to the consultant shall organise workshops, print materials, cover transport costs, etc. The costs for these activities shall be reimbursed.

To strengthen its migration-related thematic engagement in global initiatives and platforms, SDC’s Global Programme on Migration and Development (GPMD) is seeking to join forces with a research institute/think-thank with a track record in the field of migration and development. The selected organisation is expected to perform three different types of activities over the course of 28 months: 1) action-oriented research, 2) policy outreach, and 3) knowledge/know-how transfer.

This tender document seeks to identify a bidder that can develop: 1) a climate responsive glacio-hydrological model for the Indian Himalayan Region (IHR) and demonstrating its application on Dokriani Glacier; 2) an Integrated Water Resources Management (IWRM) plan for the sub-basin encompassing Din Gad Catchment and additional downstream areas measuring about 1 400 km 3) a Decision Support System (DSS) to facilitate IWRM which can be up-scaled and replicated across other basins within IHR; 4) guidelines and training modules on glacio-hydrological modelling and application of the DSS for IWRM.

The Swiss Embassy in Uzbekistan is planning to support this ongoing VET-reform with a long-term project. Its objective is, that ‘VET students and graduates in Uzbekistan profit from a functional labour market-oriented education and training system allowing them to find and retain an attractive and decent job in sectors with growth potential’. It is expected that the new project works on systems level and supports institutional actors in VET such as the Ministry of Higher and Specialised Secondary Education (MoHSSE) and others. It will also work on issues of VET governance, quality assurance, teacher training and the engagement of economic actors in VET. The project shall apply a combined systemic-change and capacity building approach to develop and strengthen important systemic resources on the long-run.

The overall purpose is to provide combined technical and methodological support in using the Shareweb for efficient, interactive and innovative learning processes, knowledge sharing and competency building, as well as communication. This includes a user-oriented support to the graphic and content development and management of the Sharewebs of different SDC’s units: FCHR, DDLGN and Gender, while at the same time developing a common Shareweb space, for the larger thematic Cluster Peace, Governance and Equality (PGE).

The new Cooperation Programme is anchored in Switzerland’s International Cooperation Bill 2021-2025 which pursues four key objectives: (i) contributing to sustainable economic growth, market development and the creation of decent jobs (economic development); (ii) addressing climate change and its adverse effects and managing natural resources sustainably (the environment); (iii) saving lives, ensuring basic services, especially in relation to education and healthcare, and reducing the causes of forced and irregular migration (human development); and (iv) promoting peace, the rule of law and gender equality (peacebuilding and governance). As a process of monitoring the Cooperation Programme for Tanzania 2021-2025, a series of data collection and analysis capturing the perception of Tanzanians around key development challenges will be carried out on an annual basis. The mandate will be for 4 years period of the Cooperation Programme starting from 15 April 2021-31 December 2025.
