The contracting authority invites tenderers to a competition for the establishment, operation and maintenance of a 24 hour resting place along the E6 Heggelia – Nordkjosbotn. The driving distance from the E6 to the entrance for the actual 24 hour resting place shall be a maximum of 3 km. The 24 hour resting place shall have 12-15 placement places and it shall include a service facility with toilets, showers and living rooms, as well as charging stations. Otherwise, the 24 hour resting place shall fulfil the shall-requirements listed in point 3.2. The 24 hour resting place shall be ready for opening by 01.01.2028 at the latest and the contract will be valid for ten years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years. The contracting authority will set up a scheme with payment for annual rent, which shall include the establishment, as well as operation and maintenance of the 24 hour resting place.

Eignungs- & Bewertungskriterien

Eignungskriterien

    • Information about the process and negotiations
    • The procurement will be carried out as a negotiated procedure and it will start with a qualification phase that is open for all interested tenderers.
    • Only tenderers who fulfil the qualification requirements will be invited to submit a tender.
    • There will be one round of negotiations with the tenderers. The contracting authority reserves the right, however, to carry out negotiations in several phases if deemed appropriate.
    • If the contracting authority decides that negotiations are appropriate, the contracting authority reserves the right to reduce the number of tenders in accordance with the stated award criteria, both initially before the negotiations start and through the negotiations.
    • The contracting authority reserves the right not to carry out negotiations.
  • Tax Certificate Tenderers shall have their tax, payroll tax and VAT payments in order. Documentation requirement

    • Tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer's home country, or the country where the tenderer is established. The certificate shall show whether the tenderer has fulfilled his obligations to pay taxes, duties and social security contributions.
    • The certificate shall not be older than six months from the tender deadline.
    • If a request for participation in the competition is to be submitted, the certificate must not be older than six months calculated from the deadline for submitting the enquiry.
  • Requirements of the tenderer's economic and financial capacity. Tenderers must have sufficient financial capacity to fulfil the contract. In order to fulfil the requirement, it is sufficient for the tenderer to be assessed as credit worthy based on Experians Commercial Delphi score. If a tenderer is assessed lower than credit worthy, the contracting authority can undertake an overall assessment based on additional information. Documentation requirement

    • The contracting authority will obtain a credit rating from Experian.
    • If there is any doubt, the contracting authority can obtain further information from the tenderer.
  • Requirements regarding the tenderer ́s technical and professional qualifications. The tenderer must have a reason. Tenderers shall present the following documentation

    • 1. Basic book/home information, or
    • 2. Documentation confirming the right to use property if the tenderer is not the landowner.
    • In addition to either 1st or 2nd years, the tenderer shall deliver a map showing the area planned to be used for a 24 hour resting place.
  • Support from other entities and participation in communities The tenderer can, if necessary, rely on other companies' capacity to fulfil the requirements for economic and financial capacity and/or the requirements(s) for technical and professional qualifications. Documentation requirement

    • Tenderers shall confirm that they fulfil this requirement when submitting their tender.
    • Tenderers shall submit the following documentation:
    • If a tenderer will use the capacity of other companies to fulfil the requirements for economic and financial capacity, a declaration of joint and several liability to the contracting authority must be submitted.
    • If a tenderer will use the capacity of other companies to fulfil the requirements for technical and professional qualifications, each company shall submit a commitment statement or equivalent that documents access to the necessary resources. The commitment statement shall state which disciplines are available. Tenderers are encouraged to use a template for a commitment statement that is attached to this tender documentation.
    • If a tenderer will use the capacity of other companies to fulfil the requirements of relevant experience, these entities shall carry out the services or the building and construction work that requires such qualifications.
    • Each individual entity that the tenderer will use shall submit a separate ESPD form when submitting a tender.
  • Participating in Communities Several tenderers can participate in the competition jointly. The community must see to the necessary documentation that all the qualification requirements are met. Tenderers who participate as a working partnership will be assessed collectively for the qualification requirements economic and financial capacity and technical and professional qualifications. Documentation requirement

    • Tenderers shall submit the following documentation:
    • An account of the (work) community, including the role of each participant.
    • Each individual entity in the (working) community shall submit a tax certificate.
    • In order for the working partnership to be assessed collectively, commitment statements or equivalent must be presented between the tenderers who will use the capacity of other participants in the group.

    • Declaration of joint and several liability to the contracting authority.
    • If a tenderer will use the capacity of other companies to fulfil the requirements of relevant experience, these entities shall carry out the services or the building and construction work that requires such qualifications.
    • Each individual entity that the tenderer will use shall submit a separate ESPD form when submitting a tender.

Zuschlagskriterien

  • Price that provides the best relationship between price/cost and quality

    • Price
    • Tenderers shall state the price for the hire per annum per parking area. The price shall include all costs in accordance with the requirement specifications points 3.2 and 3.3 and it shall cover the establishment, operation and maintenance of the 24 hour resting place.

    • Documentation requirement:
    • Tenderers shall enclose a completed price form, cf. Annex 1 Price Form E6 Heggelia – Nordkjosbotn
  • K1 Quality

    • K1: The evaluation of quality is based on an assessment of the responses to deliveries that the contracting authority wants (ought-requirements), cf. the requirement specifications point 3.3.
    • The sub-criteria in the award criteria quality:
    • 1.charging point for more parking places than the minimum requirement (point 3.3 letter a)
    • 2. service offer for the users of the 24 hour resting place (point 3.3 letter d).
    • 3rd area suitable for expansion (point 3.3 letter b)
    • 4.previous opening of the 24 hour resting place (point 3.3 letter c)
    • Weight/deduction/priority : [30] %
    • Documentation requirement for point 1:
    • Tenderers shall describe what extent is offered (the number of charging points and power). The design, construction for the protection and placement of the charging station/charging points shall be stated in the draft that is delivered.
    • Tenderers shall also describe their planned progress with activities, sequences and dependencies toward the completion deadline.
    • The tenderer shall submit documentation showing dialogue with a network company, and the documentation shall substantiate that there is sufficient capacity in the local network.
    • A gender neutral preferred or contact information at the network company shall be provided so that the contracting authority can make contact if needed.
    • Documentation requirement for point 2:
    • Each service offer shall be described, including availability, distances and opening hours.
    • Documentation requirement for point 3:
    • The area suitable for expansion shall be shown on the metered drawing. A description shall be given of how many placement places can be expanded with, and how requirements in 3.2 a can be fulfilled.
    • Documentation requirement for point 4:
    • Tenderers shall give an account of the progress plan and the planned opening date.
  • Climate and environment

    • There is no requirement for 30% weighting of climate and environmental considerations. The contracting authority can replace climate and environmental considerations in the award criteria with climate and environmental requirements in the requirement specification, if it is clear that this gives better climate and environmental effect.
    • Several different requirements are made in the requirement specification, including:
    • - All areas that must be developed shall have an asphalt-EDP that is lower than 90 kg/tonne in accordance with NS-EN 15804+A2:2019.
    • - Charging stations shall be established for electric lorries.
    • - Cleaning shall be carried out with environmentally friendly products.
    • It has been considered that the effect of setting these requirements (especially the first two hyphenated points) gives a better effect than a possible achievement, if they were used as the award criteria. The requirements and effectiveness of the above requirements are, in our opinion, sufficient to use the exception in PPR § 7-9 (4).
