9437 Tunnel cleaning Mid 2026-2031

The assignment is for the cleaning of tunnels on national roads with the accompanying equipment and installations on the road network in accordance with the tunnel list given in chapter. D2-I and D2-S The work will be settled with a round sum for round sum processes, in accordance with quantities and unit prices for other processes and as maths works in accordance with hourly rates for crews and machines. The contract will be valid from 2026-11.01 until and including 2031-08-31 for all the assignments that have been described. The parties can, by agreement, extend the contract to also apply for a period of further 12, 24 or 36 months, cf. chapter C3, point 11. The builder has the option to extend the contract for 12 months, from and including 1 September in the the year the contract was agreed to end (i.e. either at the end of the original contract period, or at the end of the extended contract period in accordance with the previous section), up to and including 31 August the following year. Traffic on the road network varies from approx. AERT 1,200 to approx. AERT 23,000, and an annual traffic growth of approx. 1.5% is expected. The assignment includes cleaning tunnels and the accompanying technical equipment on the road network. The assignment also includes inspections and registration, planning of the business, documentation, reporting to the builder, information to the public and handling other assignments that are necessary for the work.

Eignungs- & Bewertungskriterien

Eignungskriterien

    • Tenderers shall, upon request by the contracting authority, submit a tax certificate for VAT and tax certificates issued by a competent body in the tenderer's home country or the country where the tenderer is established. The certificate shall document whether the tenderer has fulfilled his obligations to pay taxes, duties and social security contributions.
    • The certificate must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition or a tender.
  • Requirements of the tenderer ́s organisational and legal position. Tenderers shall be a legally established company or consist of a community of suppliers who are legally established companies. The requirement also applies to entities that the tenderer will use. Documentation requirement

    Tenderers shall, upon request from the contracting authority, enclose a certificate from the Register of Business Enterprises or an equivalent certificate for statutory registration in the country where the tenderer or the entities that jointly constitute the tenderer are established, as well as certificates for all supporting entities.

  • Requirements of the tenderer's economic and financial key figures. 1. Tenderers must have sufficient economic and financial capacity to fulfil the contract. 2. The tenderer's equity shall be positive. 3. The tenderer's annual average turnover for the last three years shall be at least NOK 20 million per annum. Documentation requirement

    • Tenderers shall present the following documentation if requested by the contracting authority:
    • 1. The tenderer's annual financial statement, annual report and auditor's report for the last three years and recent information (quarterly accounts) that is of importance to the tenderer's fiscal numbers.
    • 2. A brief account of information on economic conditions or losses that are not documented elsewhere and which is required to be documented in accordance with Norwegian and/or international accounting standards.
    • 3. An overview of any recently executed, ongoing or pending tax or public reviews of the tenderer's activities.
    • 4. An overview of any events of significance that have taken place after the publication of the last revised annual accounts. If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting any other document of relevance to the company's fiscal figures/economy. Tenderers shall justify why they cannot submit the documentation required by the contracting authority.
  • The tenderer ́s technical and professional qualifications. Tenderers shall have sufficient experience of a relevant nature and degree of difficulty from

    • • Cleaning of road areas and road objects.
    • • Roadworks warning and traffic deviations.
    • Documentation requirement:
    • Tenderers shall present the following documentation if requested by the contracting authority:
    • An overview of 3-5 contracts that the tenderer has carried out or executes during the last five years calculated from the tender deadline. The overview shall, cf. the form included in chapter E2, include, among other things, the following for each of the contracts:
    • • Name of the recipient (contracting authority).
    • • Contact person/reference person at the contracting authority with contact data (telephone number and email address) and a statement of the person ́s role at the contracting authority during the contract.
    • • Date of the delivery.
    • • The contract ́s value.
    • • What work was carried out by the tenderer, including as the main contractor or sub-contractor, and what work was carried out by sub-contractors.
    • • A description of what the contractual works were about, including relevance to the qualification requirement.
  • Implementation ability The tenderer shall

    • 1. Have the capacity and ability to handle predicted and unforeseen conditions in the contract.
    • 2. Offer sufficient manpower to carry out the contract.
    • 3. Have technical and professional competence and relevant experience with the key personnel offered for fulfilling the contract.
    • Documentation requirement:
    • Tenderers shall present the following documentation if requested by the contracting authority:
    • 1. An overview of the tenderer's average workforce and the number of employees in the management in the last three years.
    • 2. An overview of the manpower that the tenderer offers to carry out the contract, including an organisation plan for the contract.
    • 3. CVs and job descriptions for key personnel, c.f. chapter C, including the following resources:
    • - Project Manager
    • - Site Manager
    • - Quality management manager.
    • - HSE manager

Zuschlagskriterien

  • Lowest price: The contracting authority will choose tenders on the basis of the lowest price.

  • Reasons for the use of climate and environmental requirements in the requirement specifications.

    • The procurement is for cleaning tunnels with focus on top assignments in connection with. Tunnel washing and
    • cleaning. The most comprehensive work assignment in the contract is the actual cleaning (Cleaning
    • whole, half, technical and roadway) of the tunnels. The procurement also includes sample taking
    • work notification, transport and delivery of waste to a certified site.
    • According to the Public Procurement Regulations § 5b, the contracting authority shall take climate and environment considerations into all procurements in order to
    • reduce the procurement ́s total climate footprint and environmental impact.
    • The climate and environmental impact of this procurement is mainly connected to general requirements.
    • tuned to vehicles and machines.
    • The climate and environmental impact of this procurement is mainly related to:
    • • Transport of personnel
    • • Roadworks warning system (guiding vehicle)
    • • Heavy diesel driven vehicles and machines
    • • Waste management services
    • • Discharge of washing water.
    • • Use of soap
    • • Particulate matter
    • From the contracting authority ́s assessment, the minimum requirements set in the contract terms will give a better
    • climate effect by ensuring that the winning tenderer fulfils the climate and environmental requirements that are
    • set, which is something that is not certain by weighting equivalently with award criteria.
    • The Norwegian Public Roads Administration has, in connection with the preparation of this contract, carried out a
    • market survey. The study shows that there is limited access to emission-free
    • machines and vehicles that can be used for washing/cleaning tunnels. That's why
    • only requirements for emission free light vehicles and goods vans.
    • The distances between the tunnels also make it very difficult to transport any
    • electric machines such as sweeping and flushing vehicles. There is also a need for enough power from
    • flushing vehicles for washing the tunnel. To achieve such power, we rely on diesel powered machines.
    • Transport of personnel and goods
    • The requirements for all light vehicles, including vehicles used in the contract, shall be 100%
    • emission free. Light vehicles means passenger cars (M1/M1G), light goods van (N1/N1G).
    • Emission free means vehicles that have progress based on all-electric or hydrogen.
    • The above requirements do not apply to the use of vehicles for transport to, from and between work places that
    • not be paid separately.
    • The point is taken care of in chapter C3 point 5.6. Requirements regarding vehicles and machines. Setting minimum requirements
    • provide a better climate effect by ensuring that the winning tenderer fulfils the climate and
    • environmental requirements, which is something that is not certain by weighting equivalently with
    • award criteria.
    • Heavier diesel driven vehicles and machines
    • Vehicle and machinery requirements are required for all petrol or diesel powered
    • vehicles/machines used in the contract is expected to be approved in accordance with EURO 6/VI,
    • any STEP 4/IV, or better. See C3 point 5.6 for further information.
    • Absorption agents are required in C2 point 30.9.
    • By setting minimum requirements in the contract, we are largely ensured a climate and environmental effect and we
    • therefore considers the climate and environmental gains in this procurement better safeguarded through such a
    • requirement position rather than the use of climate and environment as the award criterium.
    • Soap for washing tunnels.
    • It is necessary to use soap for washing to get a good result. Soap is required
    • that shall be used shall be easily biologically biodegradable in accordance with OECD test 301. There will be
    • samples of washing water and sludge will be taken, and D1 37.3 requires that the builder can.
    • require changes or stoppages in the use of chemicals that do not fulfil the requirements. Use of soap
    • is also something one will follow up under controls. Assessments will be made for each tunnel regarding
    • soap and if necessary for each wash. This is also stated in
    • the environmental outline and the YM plan.

    • transport, delivery, depositing, adjusting cleaning frequency or implementing other
    • measures, such as e.g. Use of soap or cleansing solutions for the individual tunnel.
    • Waste Management
    • Contractors are required to handle washing water, sludge, waste and polluted
    • matter in accordance with the contract, the current rules, any emission permits and
    • orders from the builder. Contractor shall plan the work work so that the washing water,
    • sludge, sand and other waste does not create a risk of contamination, undesired run-off, littering
    • damage to the environment. Cf. C3 point 5.8.
    • Waste is required to be delivered to a certified waste disposal site. It is described in C3 and
    • D1 that documented disposal fees for waste shall not be included in the unit price for
