  • •The award criteria will be evaluated based on the evaluation sum stated in the price form, calculated over the entire contract period including the option years.

  • •All prices shall be stated in NOK excluding VAT.

• Quality

  • •Requirements:
  • •The contracting authority will evaluate the following points under the award criteria (not given in prioritised order):
  • •1. Organisation and implementation ability
  • •The contracting authority will undertake an overall assessment of the tenderer ́s fulfilment of the contracting authority ́s cleaning requirements in the contracting authority ́s requirement specifications (annex 1), including:
  • •How the tenderer will ensure and follow-up that the delivery is in accordance with the requirements set in annex 1.
  • •Routines for how the tenderer will work with inspections, deviation management and reporting.
  • •Methods, equipment and resources intended to be used for the cleaning.
  • •Temporary staff plans and training of personnel.
  • •Emphasis will be put on whether the descriptions are concrete and project adapted.
  • •2. Competence and experience
  • •The contracting authority will undertake an overall assessment of the manager ́s responsible work manager and the offered permanent cleaner ́s competence and experience.
  • •A permanent cleaner means one (1) permanent cleaner who shall carry out work under the contract.
  • •The tenderer can staff the assignment with more than one permanent cleaner, but there is only one permanent cleaner who will be evaluated.
  • •Documentation requirement:
  • •The tenderer shall deliver:
  • •1. Organisation and implementation ability
  • •Completed Annex 2 - The tenderer ́s solution description.
  • •The description shall be concrete and sufficiently detailed so that the contracting authority has a good understanding of the tenderer ́s approach and ability to carry out the assignment in accordance with the requirements.
  • •Tenderers shall, as a part of the response, state the minimum number of hours that the responsible work manager shall be obliged to have a physical presence at the contracting authority.
  • •2. Competence and experience
  • •Completed CV template in Annex 2 Annex 1.
  • •Tenderers shall submit a completed CV for the offered responsible work manager and CVs for the offered permanent cleaner.
  • •The CVs shall include information on their educational background, practice, courses and experience from similar assignments (reference project).
  • •A minimum of 1 and a maximum of 3 reference project(s) shall be stated per CV. The reference project(s) shall be described and documented sufficiently so that the contracting authority can assess the project ́s relevance, including the offered canteen manager ́s role and areas of responsibility in the project.
  • •Responses to the award criteria "Quality" and "Climate and environment consideration", with the exception of responses to the minimum hours for the cleaning/work manager ́s physical presence and completed CV template, shall combined to a total of 4 A4 pages (line distance 1.0, font size 10, typeface Open Sans) excluding any pictures or drawings. Responses beyond the stated page limit will not be evaluated.

• Climate and environmental considerations

  • •Requirements:
  • •Under the award criteria, the contracting authority will evaluate how the tenderer will ensure a delivery with low environmental impact, including the tenderer's plan for further reduction of the environmental impact during the execution of the contract.
  • •The following shall be accounted for:
  • •Methods for transport in connection with the delivery
  • •How environmental considerations are taken into account in the company's procurement routines
  • •How employees are edated in environmentally friendly cleaning and what the training contains
  • •How the company reports progress and achieved results of initiated environmental measures.
  • •Emphasis will be put on whether the descriptions are concrete and project adapted.
