COPERNICUS SPACE COMPONENT - COPERNICUS MISSION PLANNING SERVICE

The objective of this activity is to ensure the continuation of the current Sentinel-1 and Sentinel-2 Mission Planning (MP) operations and maintenance for 31 months, up to mid-2029. The new Copernicus Mission Planning Service will cover the following activities: Sentinel-1 Mission Planning Function maintenance, Sentinel-2 Mission Planning Function maintenance, Station Resources Allocation (SRA) maintenance and operations, routine Mission Planning operations (including Sentinel-1 and Sentinel-2 satellites observation and downlink planning, planning of operational acquisition resources including X-Band services, planning of Sentinel-1 Collaborative Stations, operations of interfaces with Flight Operations Segment), emergency planning operations including those in support to the Copernicus Emergency Service and to the International Charter Space and Major Disasters-Set-up, and maintenance and operations of an interface point (MPIP) providing access to MP-related information to authorized entities (e.g., S-3/S-5P/CO2M MP services, FOS, acquisition services, etc.). An optional extension will be included to gradually integrate the Mission Planning operations for the Copernicus Expansion Missions (CRISTAL, ROSE-L, LSTM, CIMR, and CHIME) in line with their respective launch dates. This activity is funded under EU Copernicus Programme and will be open exclusively to economic operators and organisations (including subcontractors) established in a European Union Member State or a State participating in the Copernicus Component of the European Union Space Programme. The Invitation to Tender (ITT) package (Cover Letter, Special Conditions of Tender, Draft Contract, Letter of Invitation, and requirements documentation including the Statement of Work) will be available on ESA Star Publication website (https://esastar-publication.sso.esa.int/), the ESA tendering website. Any Tenderer which is not yet registered with ESA as a potential supplier must complete theonline questionnaire in esa-star: https://esastar-emr.sso.esa.int/. Please, note that esa-star allows two levels of entity registration: "Light" and "Valid Full". This allows new users wishing to do business with ESA to carry out their registration in two steps. While "Light" registration will grant access to all esa-star services up to and including proposal submission, the award of ESAcontracts requires "Valid Full" status. The issue of the Invitation to Tender is foreseen in Q2 2026. ESA intends to place one (1) contract as a result of this procurement.
