Eignungskriterien

• 6.5.1 Requirement for the tenderer ́s registration, authorisation etc. The tenderer shall be a legally established company. Documentation requirement

  • •Norwegian tenderers:
  • ••Registration. The contracting authority will obtain a company registration certificate from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not enclose a company registration certificate.
  • •Foreign tenderers:
  • •• Documentation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

• 6.5.2 Economic and financial position requirements The tenderer shall have the financial strength to be able to fulfil the contract. The financial strength will be assessed based on the relevant key figures. Documentation requirement

  • •The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from 2023 and 2024.
  • •The contracting authority reserves the right to carry out a credit assessment from Experian.
  • •The contracting authority will obtain revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not deliver revised annual accounts.

• 6.5.3 Technical and professional qualification requirements Tenderers shall have documented experience from relevant deliveries. Relevant deliveries means deliveries of interior architect services and architect services to premises that are comparable with court premises. It is sufficient that the references together see to the requirement for experience. Documentation requirement

  • •A description of up to five of the tenderer's most relevant deliveries in the last 5 years.
  • •The description shall as a minimum contain:
  • •• Name of the contracting authority.
  • •• Date of the delivery.
  • •• The delivery ́s value
  • •• A description of what the delivery was for.
  • •Tenderers shall document fulfilment by filling in the attached template for reference descriptions. See annex F - Template for reference descriptions.

• 6.5.4 Quality Management System Requirements Tenderers shall have a documented quality management system. Documentation requirement

  • •A brief description of the tenderer's quality management system.
  • •If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

• 6.5.5 Environmental management system requirements Tenderers shall have a documented environmental management system. Documentation requirement

  • •A brief description of the tenderer's environmental management system.
  • •If a tenderer is certified by a public certification body (EMAS, Miljøfyrtårn, ISO 14001, or other recognised environmental management system/standard), it is sufficient to enclose a copy of a valid certificate.

• 6.8 Selection Criteria The selection will be based on a judgement of which tenderers best fulfil the following criteria

  • •Tenderers shall have documented experience from relevant deliveries.
  • •Relevant deliveries means deliveries of interior architect services and architect services to premises that are comparable with court premises.
  • •Documentation requirement:
  • •The selection will be based on the submitted documentation for the qualification requirement in point 6.5.3.
  • •Tenderers shall not present their own documentation for the selection criteria.

Zuschlagskriterien

• Price

  • •The award criteria will be evaluated based on the evaluation sum stated in the price form.
  • •The evaluation sum consists of the tenderer ́s hourly rates.
  • •Documentation requirement:
  • •Completed SSA-R Annex 5 Annex 1 - Price Form.
  • •All prices shall be stated in NOK excluding VAT.

• Assignment comprehension

  • •Under the award criteria, the contracting authority will evaluate the tenderer's understanding of the contracting authority ́s needs and the plan for carrying out assignments under the framework agreement, including the following in order of priority:
  • •1. The tenderer ́s expertise within the work areas described in SSA-R Annex 1.
  • •2. How the tenderer safeguards the responsibilities described in SSA-R Annex 1, including work methodology and how quality is ensured in the project implementation.
  • •3. How the tenderer facilitates good cooperation with the contracting authority.
  • •Documentation requirement:
  • •The tenderer shall use SSA-R Annex 1 Annex 1 - The tenderer's assignment comprehension when responding to the award criteria.
  • •The responses should be at maximum 5 A4 pages (font size 10 points or greater, leading 1.0, "normal" margins), excluding any pictures and illustrations.

• The offered key resources ́ competence and experience

  • •Under the award criteria, the contracting authority will evaluate the offered key resources' competence and experience.
  • •Tenderers shall offer the following key resources, with the accompanying weighting:
  • •• 1 interior architect (80 %)
  • •• 1 architect (20 %)
  • •Documentation requirement:
  • •Tenderers shall provide CVs for the offered key resources.
  • •The CVs shall as a minimum contain the following information:
  • •• Name, telephone number and email
  • ••Education
  • •• Courses/certifications
  • •• Work experience
  • •• Project experience (up to five project references)
  • •Tenderers shall, when describing project experience as a minimum, state the following:
  • •• Name of the contracting authority.
  • •• Date of the project.
  • •• The project ́s extent in hours, including the offered resource ́s workload in the project in hours.
  • •• Description of the project and the implementation
  • •• Description of the offered resource's role in the project, including a description of the completed work assignments.
