Eignungskriterien

• • •6.3.2. Tax certificate
  • •The contracting authority requires that the tenderer delivers a tax and VAT certificate issued by the tax office via Altinn. This only applies to Norwegian tenderers. Tenderers shall have their tax, payroll tax and VAT payments in order.
  • •Equivalent requirements apply for supporting companies that the main service provider uses to fulfil one or several qualification requirements.
  • •The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation in the competition.

• Qualification requirement

  • •The tenderer shall be a legally established company.
  • •Documentation requirement:
  • •Norwegian tenderers:
  • ••Registration. The contracting authority will obtain a company registration certificate from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not enclose a company registration certificate.
  • •Foreign tenderers:
  • •• Documentation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

• Qualification requirement

  • •The tenderer shall have the financial strength to be able to fulfil the contract.
  • •The financial strength will be assessed based on the relevant key figures.
  • •Documentation requirement:
  • •The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from 2023 and 2024.
  • •The contracting authority reserves the right to carry out a credit assessment from Experian.
  • •The contracting authority will obtain revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not deliver revised annual accounts.

• Qualification requirement

  • •Tenderers shall have documented experience from relevant deliveries.
  • •Relevant deliveries means deliveries of interior architect services, where a minimum of one delivery shall be carried out in connection with court premises.
  • •It is sufficient that the references together see to the requirement for experience.
  • •Documentation requirement:
  • •A description of up to 3 of the tenderer's most relevant deliveries in the last 5 years.
  • •Tenderers shall document fulfilment by filling in the attached template for reference descriptions. See annex F - Template for reference descriptions.

• Qualification requirement

  • •Tenderers shall have a documented quality management system.
  • •Documentation requirement:
  • •A brief description of the tenderer's quality management system.
  • •If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

• Qualification requirement

  • •Tenderers shall have a documented environmental management system.
  • •Documentation requirement:
  • •A brief description of the tenderer's environmental management system.
  • •If a tenderer is certified by a public certification body (EMAS, Miljøfyrtårn, ISO 14001, or other recognised environmental management system/standard), it is sufficient to enclose a copy of a valid certificate.

Zuschlagskriterien

• Price

  • •Award criterium:
  • •The award criterium "price" will be evaluated based on the evaluation sum stated in the price form.
  • •The evaluation sum consists of the tenderer ́s hourly rates.
  • •Documentation requirement:
  • •Completed SSA-R Annex 5 Annex 1 - Price Form.
  • •All prices shall be stated in NOK excluding VAT.

• Assignment comprehension

  • •Award criterium:
  • •Under the award criteria "assignment comprehension", the contracting authority will evaluate the tenderer's understanding of the contracting authority ́s needs and plan for implementation of the framework agreement, including the following in prioritised order:
  • •1. How the tenderer safeguards the areas of responsibility described in SSA-R Annex 1, including work methodology and how quality is ensured in the project implementation.
  • •2. The tenderer ́s access to expertise within the areas described in SSA-R Annex 1.
  • •3. How the tenderer facilitates good cooperation with the contracting authority.
  • •Documentation requirement:
  • •The tenderer shall use SSA-R Annex 1 Annex 1 - The tenderer's assignment comprehension when responding to the award criteria.
  • •The responses should be at maximum 5 A4 pages (font size 10 points or greater, leading 1.0, "normal" margins), excluding any pictures and illustrations.

• The offered key resources ́ competence and experience

  • •Award criterium:
  • •Under the award criteria "the offered key resources' competence and experience", the contracting authority will evaluate the offered key resources' competence and experience.
  • •The offered key resources means:
  • •1. Interior architect (1 resource)
  • •2. Architect (1 resource)
  • •The offered key resources are given in order of priority, and the key resources ́ competence and experience in the evaluation will be emphasised thereafter.
  • •Documentation requirement:
  • •Tenderers shall provide CVs for the offered key resources. CVs shall be delivered for 2 resources – one interior architect and one architect.
  • •The CVs shall as a minimum contain the following information:
  • •• Name, telephone number and email
  • ••Education
  • •• Courses/certifications
  • •• Work experience
  • •• Project experience (up to five project references)
  • •Tenderers shall, when describing project experience as a minimum, state the following:
  • •• Name of the contracting authority.
  • •• Date of the project.
  • •• The project ́s extent in hours.
  • •• Description of the project and the implementation
  • •• The offered resource ́s role in the project
  • •• Description of the offered resource's role and work assignments
