Stord Vatn and Avløp AS (SVA) invites tenderers to a competition for contract M1 Machine and Process Contract for the project Skjersholmane Treatment Facility. New process engineering installations (this contract) shall be dimensioned for a future expected load on 33,000 pe in 2065. The competition will be held in two stages and a prequalification will be held first and thereafter those who become prequalified tenderers are invited to submit tenders. The zoning plan and emissions application are being processing (at Stord municipality and the government administrator respectively). and both are expected to be approved during 2026. The project is divided into the following contracts: • Contract M1 - Interaction for Machine and Process Contract (this contract) • Contract B1 - Building • Contract B2 - Ground work and emission arrangement. This contract (M1) includes project development, engineering design, delivery, assembly, testing, commissioning and optimisation of process and machine devices and the contract (M1) is divided into two phases; Phase 1 is an interaction phase up to a turnkey contract. Phase 2 is the execution phase for the turnkey contract. The contractor will initially be chosen for both phases in M1 through this procurement.

Eignungs- & Bewertungskriterien

Eignungskriterien

  • Key personnel are required.

    • See the minimum requirements for the Project Manager, Process Manager/Design Manager, BIM/3D models, Site Manager in document SRA-M1-100 Part I Competition Description, ref. point 4.3 and how the annexes shall be marked.
    • Documentation requirements:
    • Shall be documented as stated in SRA-M1-100 Part I Competition Description, ref. point 4.3
  • The tenderer's economic and financial status.

    • Tenderers shall substantiate the financial capacity to fulfil the contract.
    • Documentation requirements:
    • Annex 1.3
    • Documented by:
    • - The company's turnover in the last 3 years.
    • - Annual report for the last year.
    • - Credit evaluation/rating, not older than 3 months, based on the relevant accounting figures. The rating shall be carried out by a certified credit rating institution. The minimum requirement - the tenderer shall be credit worthy (Credit rating A or equivalent). Submission of a printout of the rating from Dun &amp
    • Bradstreet, Experian or equivalent.
    • If the tenderer feels that this does not provide a correct picture of the tenderer's financial capacity, this can be accounted for. The contracting authority can also obtain further documentation and assessments on the company ́s financial situation and use this in the qualification evaluation.
  • The tenderer's technical and professional qualifications

    • The tenderer shall have the main responsibility as a turnkey contractor (machine/process), including engineering design, construction and commissioning for at least two (2) municipal engineering treatment facilities with MBBR dimensioned for a minimum of 15,000 pe, in accordance with the contract. The reference projects (most of the service) must have been carried out in the last ten (10) years. Ongoing projects can also be accepted. Tenderers shall have 3D modelled at least one municipal engineering machine and process facility.
    • Documentation requirements:

    • The reference projects shall be summarised on the form in annex C, where the tenderer fills in the provided key information and answers the requirements. One or several of the references can be contacted for each supplier.
  • Quality Assurance System

    • A quality assurance/management system that is suitable and sufficient to fulfil the contract.
    • Documentation requirements:
    • Annex 1.6 (Quality Assurance System)
    • Tenderers shall give an account of the company ́s quality assurance/management system that the tenderer has implemented or plans to use for the execution of the delivery. If a tenderer has a third-party certified system, a valid certificate is sufficient. If the tenderer does not have a third-party certified system for the quality assurance/management system, the tenderer shall describe the routines and measures that are implemented by the delivery and that show that the tenderer has its own quality assurance/management system and documented targets.
  • Environmental management

    • An environmental management system suitable and sufficient to implement the contract.
    • Documentation requirements:
    • Annex 1.7 (Environmental Management)
    • Tenderers shall give a description of the environmental management system that the tenderer has implemented or plans to use for the execution of the delivery. If a tenderer has a third-party certified system, a valid certificate is sufficient. If the tenderer does not have a third-party certified environmental management system, the tenderer shall describe procedures and measures that are implemented by the environmental management by the execution of the delivery, showing that the tenderer has its own environmental strategy and documented environmental goals.

Zuschlagskriterien

  • Assignment comprehension and interaction.

    • The competition is being held in accordance with the Utilities Regulations § 7-9 on climate and environmental considerations.
    • According to the Utilities Regulations § 7-9, the contracting authority shall take into account climate and environment in all procurements in order to reduce the procurement ́s total climate footprint and environmental impact. Climate and environmental considerations as a starting point shall be weighted with a minimum of 30 percent in the procurement notice where the award criteria are weighted. The award criteria for climate and environment can still be replaced or combined with climate and environmental requirements in the requirement specifications if this results in a better climate or environmental effect. This shall be justified in the procurement documents.
    • The contracting authority has assessed that climate and environmental considerations in this procurement are best taken care of through concrete requirements in the requirement specifications and the contract documentation, rather than as a separate award criterion. The justification is that the requirements govern the delivery against the material and solution depositions that are assessed to have the greatest impact on the climate and environmental effect in the M1 contract.
    • An assessment has been carried out of which factors most affect climate and environmental considerations in the M1 contract. For this contract it is estimated that the material production will make up most of the emissions. The choice of materials for pipes and tanks is included in the interaction phase, but for this type of plant, the alternatives are, in practice, limited to materials in acid proof steel, polyethylene or fibreglass. The use of acid-proof steel, polyethylene and fibreglass which have low CO2 emissions from the production are therefore required. There are concrete/specific requirements, and these shall be documented by EPDs. The requirements are described in the contract documentation for phase 2.
    • The cleaning process ́s need for area, chemicals and electricity will affect the climate and environmental impact. The reduction in these parameters also results in lower costs for SVA, and optimisation of them is a natural part of the interaction phase and engineering design. EpDs or other third-party verified documentation of CO2 emissions has not been found for polymer and precipitation chemicals that are estimated to contribute the most to the CO2 emissions. Some manufacturers have the Product Carbon Footprint Data Sheet (PCF), but these are not third-party verified. These conditions will therefore be dealt with in the interaction phase and are not suitable as the award criteria in this procurement.
    • Many valves shall be assembled in the treatment plant and it has been examined whether it is possible to document the emissions of CO2 from the production of valves. There are EPDs for a few selected valves, but the valves for which EPDs exist are considered to only be a marginal part of the total number of different valves that shall be assembled and an even smaller part of the total CO2 emission. Any requirement for valves will therefore not have a significant impact on the CO2 emissions.
    • Based on this, the contracting authority considers that climate and environmental considerations give better climate and environmental effect when safeguarded through requirements in the requirement specification and contract documentation, than by using a separate climate and environment criteria in the tender evaluation. A special award criterion for climate and environment has, therefore, not yet been determined.
