• Price

  • •The tender form shall be completed in accordance with the guideline.
  • •The following internal weighting will be used for the evaluation. Each of the three elements will be evaluated separately:
  • •Price per licence - one year contract: weighted 70% of this award criteria
  • •discount on a guiding licence price for the other assortment: weighted 20% of this award criteria.
  • •web based platform: Weighted 10% of this award criteria
  • •The stated discount rates shall apply for all teaching aids included in this sub-contract.
  • •The contracting authority will not accept any fees, in the form of invoice fees, environmental fees, administration fees etc. All duties or fees shall be taken into account and calculated in the tender price.
  • •With special tender campaigns/prices from the tenderer, the contracting authority has the possibility to use these on an equal basis with other actors. The Contracting Authority shall always have the best prices that the market offers.
  • •Calculation of points on price: The lowest price in each price item will achieve the maximum score for the item. Other tenders will be awarded points in relation to the lowest price.

• Quality - assortment

  • •Tenderers shall describe their assortment. This applies to both national and international digital teaching aids.
  • •Tenderers are asked to describe to what degree they will be able to meet the contracting authority ́s need for acquiring digital teaching aids that the tenderer does not have in their portfolio. This applies to both national and international digital teaching aids.
  • •Tenderers are requested to describe how their assortment safeguards disabilities, cultural differences and integration, and vulnerable pupil groups, as well as how they work to expand the assortment in this area.
  • •The responses should be written and no longer than two A4 pages with a font type Calibri and font size 12, single spaced and normal margins. The contracting authority will not take responses beyond this number of pages, nor the information referred to in the reply. There is no template attached for this reply. The reply will be uploaded as an annex to the tender.
  • •Procurement judgement is used for the evaluation of the criterion.

• Quality - Web-based platform for purchase, overview and administration

  • •The platform for the procurement, overview and administration of licences shall be intuitive and user friendly user interface with good functionality.
  • •Tenderers are requested to enclose a link and access (possibly a user name/password), so that the contracting authority can go into the system and evaluate functionality, user friendliness, roles. A short and user-friendly user guide shall also be enclosed.
  • •Tenderers are requested to describe the different user roles that are possible to assign in the solution.
  • •Tenderers are requested to describe the possibilities for tagging various municipal services/licences.
  • •The contracting authority would like a web system that provides a full overview of each individual licence as regards cost, duration, content and notice period. Tenderers are asked to describe which of this data is available in the current system and give an account of any plans for future implementation.
  • •Tenderers are requested to describe how licences are administered in multi-year or ongoing contracts.
  • •Tenderers are requested to describe any other functions in the system that could be useful for the contracting authority.

• Quality - Implementation of a webbed platform

  • •The contracting authority intends to have the system technically ready for use by 01.08.2026. Trondheim municipality continuously assesses the need for a specific pupil view/interface and the extent of this is currently not yet determined.
  • •Tenderers are requested to describe how the system facilitates different viewings for teachers and pupils and how any pupil viewing can be activated or scaled up at a later date as needed. Emphasis will be put on the system being flexible as regards future development and user patterns.
  • •The tenderer will be responsible for the technical implementation and the necessary training. A proposal for an implementation plan shall be prepared that shall be enclosed with the tender. The plan must highlight which resources the tenderer needs from the contracting authority, and take into account that the actual roll-out with pupils can be done gradually or adjusted during the process.
  • •The responses should be written and no longer than two A4 pages with a font type Calibri and font size 12, single spaced and normal margins. The contracting authority will not take responses beyond this number of pages, nor the information referred to in the reply. There is no template attached for this reply. The reply will be uploaded as an annex to the tender. The implementation plan is not part of a limit of the length of the response.
