Eignungskriterien

• • •Legally established company
  • •Qualification requirement: Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
• • •Tax Certificate
  • •Qualification requirement: Tenderers shall have their tax, payroll tax and VAT payments in order, including not significant arrears. Documentation requirement: Tax certificate, not older than 6 months. In the event of arrears, an approved repayment plan must also be enclosed from the Norwegian Tax Administration.
• • •Economic and financial capacity
  • •Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Documentation requirement: Credit rating carried out by a certified credit institution. The assessment shall be based on the last annual accounts, and it must not be older than 3 months. A credit rating equivalent to low risk will satisfy the requirement. If the tenderer has a justifiable reason (e.g. a recently started company) for not submitting the documentation required by the Contracting Authority, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.
• • •Relevant experience
  • •Qualification requirement: Tenderers shall have experience from at least two (2) similar assignments for the delivery of equivalent vehicles to a public contracting authority. Documentation requirement: A description of equivalent deliveries, name of the contracting authority, contact information for a gender neutral preferred at the contracting authority and the date of delivery. The contracting authority reserves the right to contact the listed contact persons as references.

Zuschlagskriterien

• Price: Tenderers shall fill in annex 1 - price form. The evaluation sum will form the basis.

• Quality - solution proposals and functionality

  • •The contracting authority will evaluate the tenderer ́s offered solution for crew vehicles.
  • •In the evaluation, the contracting authority will emphasise to what degree the system appears as technically well-worked-out, robust and suitable for operative response use, and to what degree the solution proposal reduces the workload of the crews, facilitates good work flow and appears thoughtful in an HSE perspective.

• Quality - technical equipment

  • •The contracting authority will evaluate the tenderer ́s offered solution for crew vehicles.
  • •The contracting authority will focus on operational safety, user friendliness and how well the systems are integrated in the vehicle.

• Progress plan: The contracting authority will, based on the progress plan, emphasise the tenderer's production capacity, implementation ability and whether the progress plan gives the contracting authority realistic and documented progress that ensures predictability in the delivery.
