Procurement of 14 electric goods vans with a payload of approx. 1,000 kg in combination with 4x4 wheel drive, as well as an option for up to four electric goods vans.

Eignungskriterien

  • •The tenderer shall be a legally established company.
  • •Documentation requirements:
  • •Norwegian companies: Company Registration Certificate.
  • •NB: The contracting authorities will obtain a company registration certificate from brreg.no
  • •Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

• Requirements connected to the tenderer's economic and financial capacity.

  • •Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
  • •Documentation requirements:
  • •* The company's last available annual accounts or extracts thereof if the publication of the annual accounts is required in the country where the tenderer is established.
  • •NB: Norwegian companies obtain the contracting authority's annual financial statements from brreg.no.
  • •Foreign companies can refer to an equivalent place where the contracting authority can obtain the annual accounts without costs.
  • •* The accounts balance for the last three available fiscal years. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.
  • •* A statement of the company's total turnover for the maximum of the three last available fiscal years. The declaration can also apply to the turnover within the area that the contract applies if this information is relevant and available. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.
  • •And
  • •* Credit evaluation/rating, not older than 3 months, based on the last known fiscal figures.
  • •NB: The contracting authority will obtain a credit rating from CreditSafe.

• Quality assurance system - Requirements connected to the tenderer's technical and professional qualifications.

  • •Tenderers shall have a relevant quality assurance system for the content of the contract.
  • •Documentation requirements:
  • •A description of the tenderer's quality assurance methods.
  • •Alternatively: Certificate for the company's quality assurance system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.

• Due diligence assessments - Requirement for due diligence assessments for responsible businesses.

  • •Tenderers shall be suitable to fulfil the contract requirements for due diligence assessments for responsible businesses by the time the contract starts.
  • •This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as to prevent environmental degradation and corruption.
  • •Documentation requirements:
  • •A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies. The documentation shall include:
  • •* Formal policies/policies that cover an obligation to comply with the requirements of responsible businesses.

• Experience from equivalent assignments - Requirements related to the tenderer ́s technical and dangerous qualifications.

  • •Experience is required from deliveries of an equivalent nature and degree of difficulty.
  • •By an equivalent nature and degree of difficulty, we mean various vehicle sales and services connected to it.
  • •Documentation requirements:
  • •An overview of relevant deliveries carried out during the last 3 years. The overview shall state the time and place the work was performed, the nature of the work, the degree of difficulty as well as the contracting authority.

• Capacity and competence - Requirements related to the tenderer ́s technical and dangerous competences.

  • •Tenderers shall have good competence and good capacity to fulfil the contract, including, but not limited to:
  • •·         Necessary equipment to carry out the contract, in particular with a focus on the execution of service and repairs of vehicles.
  • •·         Necessary personnel to carry out the contract.
  • •Documentation requirements:
  • •A report of the implements, machinery, tools, materials or technical equipment at the disposal of the tenderer for execution of the contract.
  • •A description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at its disposal for fulfilment of the contract.

  • •VAV uses exceptions from the main rules in the regulations § 7-9 second and third paragraphs by replacing the award criteria Environment with climate and environmental requirements in the requirement specifications as it provides better climate and environmental effect.
  • •Public contracting authorities shall set the following environmental requirements in accordance with the regulations on emission requirements for vehicles for public procurements for road transport, § 3 letter b for procurements of goods vans (N1-I, N1-II and N1-III).
  • •VAV has assessed the vehicle market as ripe for the delivery of electric goods vans. VAV therefore chooses, in this competition, to have an absolute requirement that all the offered goods vans in this competition shall be electric.
  • •The goods vans will be procured in connection with the replacement of the agency's machines, i.e. the replacement of fossil-powered goods vans that the agency owns in their machines to goods vans with zero emission technology (i.e. battery electrical).
