Eignungskriterien

  • •The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers. The contracting authority reserves the right to obtain credit appraisal on its own initiative.
  • •If a tenderer has a justifiable reason (e.g. newly started company) of not submitting the documentation that the Contracting Authority has required, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

• Tenderers are required to have implemented environmental management measures that ensure that the tenderer is suitable to fulfil the contract's environmental provisions.

  • •This means that the tenderer has methods for working actively and systematically to reduce negative environmental impact from activities connected to the execution of this contract.
  • •Documentation requirements:
  • •A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that document the environmental management system, they can be presented as documentation.
  • •Refer to the EU Scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in regulation (EF) no. 1221/2009 article 45, or equivalent, and other environmental management standards based on relevant European or international standards from accredited bodies such as ISO 14001 or equivalent.

  • •Similar assignments mean the production of source sorting bags.
  • •Documentation requirements:
  • •Short description of the most important deliveries in the last three years, including information on the contract ́s value, date of delivery as well as the name of the contracting authority and a description of the assignment ́s content.

• Tenderers shall be suitable to fulfil contract requirements for due diligence assessments for responsible businesses.

  • •This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption.
  • •Documentation requirements:
  • •A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies. The documentation shall include:
  • •* Formal policies/policies that cover an obligation to comply with the requirements of responsible businesses.
  • •* Formal policy/guidelines for accountability for sub-suppliers/the supplier chain, (Supplier Code of Conduct). [This shall only be delivered if sub-suppliers are used.]
  • •* Descriptions of the tenderer's processes and routines for how the company works with due diligence assessments.
  • •* Description of how the tenderer will obtain and maintain an overview of the country of origin and production locations for the products the tenderer offers. [This shall only be delivered if the procurement is for goods.]
  • •Other documentation requirement: Completed form for due diligence assessments (annex 1).

• Share of recycled plastic in the bags beyond the minimum requirements as well as transport distance between the production site and the operations warehouse.

• • •In accordance with loa § 5b, climate and/or environmental considerations shall as a starting point be weighted at least 30% of the award criteria in the competition. The requirement can, however, be replaced or combined with climate and environmental requirements in the requirement specifications, if this gives a better climate and environmental effect.
  • •REG has come to the conclusion that a combination of requirements and criteria that safeguard climate and environmental considerations will clearly give the best climate and environmental effect in this competition. Tenderers are required to offer environment and climate measures instead of allowing the tenderer to offer this or not, will, thus, provide better climate and environmental effect, cf. kofa case 2024/639.
  • •The contracting authority requires that the bags contain a minimum of 30% of recycled plastic, as well as the supplier and production activities being certified in accordance with ISO 14001 or equivalent. The bags shall also be distributed with zero emission or biogas vehicles. In addition to this, tenderers can offer a larger share of recycled plastic in the bags, and any additional fulfilment will give points in the evaluation. The transport distance between the production place and the operational warehouse for a number of kilometres will also be weighted under the environment criteria, as as minimum environmental footprint is wanted around this.
  • •The minimum requirements are strict and ambitious and challenge tenderers to stretch. Additional fulfilment is wanted, and REG therefore considers that the competition ́s minimum requirements must be supplemented with a climate and environment criteria that is weighted 15%.
