PROPAGATION MODELS FOR THE CLUTTER LOSS IN FREQUENCY SHARING ANALYSIS EXPRO+

Objective: To develop propagation models and improve their applicability for clutter loss on terrestrial and Earth-space paths to frequency sharing methods used by ESA and European frequency managers.Description: The development of terrestrial 5G systems has ledto the developments and updates of propagation models for what regards the effect of clutter on interference with space services andwith other Earth stations. The initial development done in ITU-R SG3 and in past TDE activities (ref. no. T507-601EF) focused in frequency bands used by passive EO missions, and by Earth stations for Space exploration and EO data downlink. These models are used for radio regulation frequency sharing analyses to determine the compatibility of services using radio spectrum. The frequency sharing analyses have specific needs, stemming from the considered system configuration (e.g. use of active antennas, coverage area etc.)On the other hand, clutter models can be relatively complex, as they depend on several system and stochastic parameters (e.g. frequency, elevation angle, height of the ground transmitter, characteristics of the clutter environment etc.). Therefore there is the needto improve clutter propagation models and to define their usage in to frequency sharing methods. To address this, this activity improves clutter loss models and defines the methods and the requirements for their use by frequency management engineers in system simulations to assess the compatibility of different radio services of the radio regulations and to perform the respective studies. This activity encompasses the following tasks: - State-of-the-art review and development plan, - Clutter model improvement and implementation, - Design and Implementation of system simulation for test-cases for sharing analyses, - Execution and analysis of test cases- Inputs for radio regulations and Conclusions Software shall be delivered under an ESA Software Community Licence, so that any individuals or entities within ESA Member States can access to it and can provide update to the community of users.Procurement Policy: C(2) = A relevant participation (in terms of quality and quantity) of non-primes (incl.
