Eignungskriterien

• Tenderers and Joint Ventures, Consortia or Associations must satisfy the eligibility, exclusion and qualification criteria set out in the Tender Document. . In particular, Tenderers must comply with the EIB’s eligibility rules, sign and submit the Covenant of Integrity, and demonstrate the legal, financial economic, technical and professional capacity required to perform the Contract. This includes inter alia: Minimum average annual turnover for construction works in the past 3 financial years cannot be lower than: EUR 14 million. Access to lines of credit or any other credit facilities, or other financial means, of not less than: EUR 1.9 million. At least 2 contracts completed within the last ten years, each with a value of: at least EUR 14 million (NET of VAT) or at least 1 contract completed within the last ten years with a value of: at least EUR 28 million (NET of VAT). Similarity includes not only works on the reconstruction, rehabilitation, and construction of railway tunnels, but also works on road and other transport tunnels. At least 2 contracts completed rehabilitation or renewal of rail infrastructure whilst the line was under commercial service, within the last 10 years within the last ten years, each with a value of: at least EUR 3.4 million (NET of VAT). Demonstrated experience in managing environmental and social (ES) aspects under at least one (1) contract of similar nature and complexity. The full qualification criteria are available in the Tender Dossier and those shall prevail.

Zuschlagskriterien

• Price is not the only award criterion and all criteria are stated only in the procurement documents. Award shall be made to the Tenderer offering the lowest evaluated Tender Price, subject to substantial responsiveness and the qualification criteria set out in Section III of the Tender Document.
