Eignungskriterien

• Nordværk wishes to ensure that the Candidates selected to submit tenders possess the necessary economic and financial capacity to perform the contract in a fully responsible and satisfactory manner in all respects. It is therefore a minimum requirement that

  • •• The Candidate must have reported positive equity in the most recent 2 available financial years.
  • •• The Candidate must have maintained a solvency ratio ("solidity") of at least 10% in at least two (2) of the three (3) most recent available financial years.
  • •Please note that the Candidate must provide its own financial key figures in its ESPD, i.e. those of the specific legal entity (e.g., the company) submitting the application.
  • •If the Candidate relies on the economic or professional capacity of another entity (e.g., a subcontractor), such supporting entity must submit a separate ESPD as well as a Declaration of Support. The Candidate and the supporting entity must together fulfil the minimum requirements.
  • •If the Candidate relies on the economic and financial capacity of other entities, the Candidate and the said entities shall be jointly and severally liable for the performance of the contract.
  • •In the case of consortia, each consortium member must submit a separate ESPD, and the consortium as a whole must meet the minimum requirements.
  • •Nordværk also notes that, where the Candidate is unable to provide the requested documents for a valid reason, the Candidate may demonstrate its economic and financial standing by any other document deemed appropriate by Nordværk. This may, for example, be relevant in the case of newly established companies.
  • •As evidence of the Tenderer meeting the minimum requirements for economic and financial standing in section III.1.2) of the Contract Notice, the Tenderer (including entities on whom the Tenderer relies in respect of economic and financial standing), must, at Nordværk´s request, provide the following proof of the information stated in the ESPD’s Part IV.B:
  • •1. Annual reports or excerpts hereof if publication of annual reports is required under the law of the country in which the Tenderer is established.
  • •Where, for any valid reason, the Tenderer is unable to provide the above proof, the Tenderer may prove its economic and financial standing by any other document which Nordværk considers appropriate.

• Nordværk wishes to ensure that the Candidates selected to submit tenders possess the necessary technical and professional capacity to perform the contract in a fully responsible and satisfactory manner in all respects. It is therefore a minimum requirement that

  • •• The Candidate must submit a minimum of two (2) relevant and comparable references of a nature and scope similar to those described in this tender. The assignments to which the references relate must have been carried out within the past three (3) years calculated from the application deadline.
  • •By relevant and comparable references is meant assignments relating to: Design, installation, commissioning, testing, handover and servicing during the defect notification period of boiler feed water pump units for waste-to-energy facilities or industrial plants/power plants. The assignment must be ongoing or completed within the last three (3) years counted from the application deadline.
  • •Each reference must include the following information:
  • •• Name of the reference client
  • •• Contact person at the reference client
  • •• Contract value
  • •• Start date (if applicable) and end date of the contract
  • •• Description of the services delivered by the Candidate
  • •• Relevance of the reference to the current contract
  • •The above information must be provided in Part IV, Section C: Technical and professional ability of the ESPD, or in a separate reference list. If a separate reference list is submitted, the ESPD must clearly state “See separate reference list” under Part IV, Section C.
  • •Nordværk draws attention to the fact that a minimum of two (2) and a maximum of five (5) relevant references must be submitted. If more than five (5) references are provided, Nordværk will only consider the first five references listed.
  • •Nordværk reserves the right to contact the references indicated in the ESPD in order to verify the information provided.
  • •Please note that the references will be used both to assess whether the minimum requirement is met and, if relevant, for the selection process.
  • •Please note that the Candidate must only include references that relate to the Candidate itself, i.e. the specific legal entity submitting the ESPD. If the Candidate relies on the capacities of other entities (e.g., a subcontractor), such supporting entity must submit a separate ESPD and a letter of support. The Candidate and the supporting entity/entities must together fulfil the minimum re-quirements.
  • •In the case of a consortium, each consortium member must submit a separate ESPD, and the consortium as a whole must meet the minimum requirements.
  • •Nordværk intends to prequalify three (3) Candidates to participate in the tender phase, selected from those Candidates who are not subject to any exclusion grounds and who fulfil the established minimum requirements for economic and financial capacity as well as technical and professional capacity.
  • •The selection of Candidates will be based on an evaluation of which Candidates that have documented the most relevant references in comparison with the contract being tendered. This evalua-tion will be made on the basis of the information provided under technical and professional capacity (references).
  • •Nordværk will, in assessing which Candidates to prequalify, place equal weight to the following criteria:
  • •• The extent to which the references are comparable to the contract being tendered
  • •• The size, scope, and complexity of the referenced projects
  • •• The extent to which documented experience is demonstrated by relevant types of work within the scope of the tendered contract
  • •Apart from the references provided, no further documentation is required in relation to the minimum requirements for technical professional ability.
