Supervision services according to the FIDIC (The International Federation of Consulting Engineers) Contract Conditions (the FIDIC Engineer) and relevant national legislation for the reconstruction of the existing port area and quay of approx. 16 ha and 167 m respectively, and construction of a new part of the port terminal for bulk and general cargo of an area of approx. 30 ha and a quay length of approx. 230 m, as upstream extension of the existing port area. The Works to be supervised also include the access road and port infrastructure and utilities (e.g. internal roads and railways, sewerage, water, power supply). The existing port facilities shall be operational during the Works. The Contract will be managed according to the FIDIC Conditions of Contract for Construction for building and engineering works designed by Employer (FIDIC RED Book, First Edition 1999).

Eignungs- & Bewertungskriterien

Eignungskriterien

  • The candidate must be a registered firm or legal person capable of carrying out the Services. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole if not specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors. At the moment of Application Form submission, the candidate shall have a professional licence(s), certificate(s) (or right), in accordance with the laws of the country in which he is established (or equivalent) for the execution of the Services. In case of a consortium, this requirement applies to all the members of the consortium as a whole.

  • Economic and Financial Standing

    • 1) The average annual turnover of the candidate over the last three closed financial years (2022, 2023, 2024) must be at least 2 000 000 EUR
    • 2) Positive financial results in the last three (3) closed financial years (2022, 2023 and 2024), which shall be assessed as follows: (i) net worth shall be positive in each year
    • and (ii) the average current ratio (current assets/current liabilities) for each year shall be more than one (1) in each year.
    • Documentary evidence confirming economic and financial standings of the Applicant must be submitted together with the Application Form.
  • The reference period which will be taken into account will be the last ten years preceding the submission deadline. The candidate must have provided construction supervision services in at least

    • a) 2 contracts in the field of transport infrastructure works executed under FIDIC or similar contract conditions such as those used by the WB/EBRD/CEB/EIB or other IFIs. The minimum value of the supervision services provided by the candidate in each reference supervision contract shall be 2 million EUR, and b) 2 contracts for supervision of construction and/or reconstruction of port infrastructure comparable to the scope of the subject contract (at least, but not limited to quays, internal roads and utilities), executed under FIDIC conditions of contract or similar contract conditions such as those used by the WB/EBRD/CEB/EIB or other IFIs, with a minimum value of 2 million EUR.
    • Reference projects must be confirmed by adequate documents confirming completion and acceptance of the services and must be implemented at any moment during the reference period. The service/works contract the candidate refers to could have been implemented at any moment during the reference period, meaning that the project referred to could have been started/completed at any time during the indicated period but it does not have to be started and completed during that period, nor implemented during the entire period. Tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects not yet completed. Completed projects will be considered in their whole if documentary evidence is provided (statement/certificate from the CA/Beneficiary, proof of final payment). For on-going projects, only the part completed during the reference period, although started earlier, shall be considered and will have to be supported by documentary evidence (as for projects completed), detailing its value. If a project was implemented in a consortium, the percentage that the tenderer has completed must be stated in the evidence, with a description of the services provided if the selection criteria relating to the pertinence of the experience have been used. Documentary evidence for all reference projects must be submitted together with the Application Form.
    • Previous experience which caused breach of contract and termination by a CA shall not be used as reference.
    • Professional Ability: At least ten (10) permanent staff currently working in the field of construction engineering. Permanent staff is staff whose employment is not based on fixed term contracts.
