• Required Content (Plan of Approach): KVK would like to contract a party that provides reliable, high‑quality service and expert support throughout the entire contract period, ensuring stable performance of the software, well‑supported users and smooth daily operations. The Tenderer must submit a clear and actionable Plan of Approach that demonstrates how KVK will be guided from preparation to full operational use of the new digital export document solution by mid 2027.

• Transition plan: KVK would like to contract a party that delivers a clear, realistic and controlled Transition Plan for the migration to the new digital export document solution. The Transition Plan must ensure continuity of KVK’s statutory services, minimise disruption for entrepreneurs and internal users, and guarantee a secure and timely transition

• Innovation: A.I (Artificial Intelligence) is increasingly being used within customs systems. KVK would like to understand how contractors intend to incorporate AI into the execution of this assignment. The objective is to understand in what way AI can enhance efficiency and accuracy within the scope of the proposed services.

• Additional (Nice-to-Have) Functionalities: KVK would like to contract a party that offers valuable additional functionalities, to increase the long-term usability, flexibility and efficiency of the solution. The Tenderer must indicate whether each item is available.
