The scope of the framework contract (FWC) is the provision of a cloud-based Library Services Platform (LSP) with an integrated Resource Discovery Service (RDS), delivered under the Software as a Service (SaaS) model. This includes migration and implementation services, as well as comprehensive maintenance and support.

Provision of the most comprehensive insurance coverage possible against the risk of accident and death for external and non-statutory staff for the EU institutions. The beneficiaries are covered 24 hours a day, as of and during the round trip from their usual place of domicile or work to the Entity which extended the invitation to them, as well as during their contractual period of employment. The insurance policy must cover all costs arising from an accident and/or death which are not already covered by another insurance policy at the rate of 100% of the part which is not covered, according to the top-up coverage principle. It must include cover for invalidity, death and repatriation of remains to the beneficiary's place of origin as defined in the invitation extended to the beneficiary by the European Institutions. .

The European Union demands its staff to execute missions outside their place of employment or to be based in EU Delegations in order to execute its mandate. The destinations of these missions and the places of the EU Delegations cover over 145 countries around the world including countries considered as being of high or critical threat level. Due to the inherent and increased security risks in these countries and in order to fulfil their respective duty of care responsibilities, the following institutions and bodies launch this tender for providing Hostile Environment Awareness Training (HEAT) for their staff. The aim of this training is to increase the security awareness of staff and to prepare them for missions or places of employment in fragile security environments.

The services procured revolve around the design, implementation, and evaluation of integrated information and communication campaigns. This includes content production (e.g., audiovisual, editorial, and digital tools), dissemination through various media channels, monitoring and performance measurement, and project management services. Additionally, it emphasizes localization, environmental sustainability, and accessibility in all aspects of the campaigns. The current FWC ends 27/10/2025 and the services under it are widely used by the EC for important corporate communication campaigns.

The objective of this invitation to tender is to provide the participating EU institutions and bodies with a Framework Contract for the provision of a range of services for the design, implementation, follow-up and evaluation of information events for the media, including press trips, and media relations as well as outreach activities including interactive online events. This call for tenders is inter-institutional.
