The scope of services (the ‘Scope of Services’) for the tender comprises The primary purpose of the framework consultancy agreements are to meet the demands for temporary staff for Ørsted’s offshore wind farm projects located in Germany. The suppliers shall provide personnel in the form of temporary staff for Ørsted’s offshore wind farms or future offshore wind farms in Germany. The supplied temporary staff will be employed by the supplier and made available to Ørsted as consultants on an ad-hoc basis.

Ørsted Services A/S and the companies mentioned in Tender Annex A of the Tender Conditions, are hereby inviting you to tender for German Legal Services to Ørsted. The contracting entity is tendering for a framework agreement (“Framework Agreement”) covering German legal services. • Lot 1: Full service except for areas of law covered by lot no. 2-3 • Lot 2: Regulatory advice within offshore wind • Lot 3: Employment and Labour Law The Contracting Entity intends to award two (2) suppliers the Framework Agreement for Lot 1, Lot 2 and award one (1) supplier for Lot 3. The tenderer can bid for one or more lots. The Framework Agreements will feature a duration of two (2) years, plus two (2) options to extend for one (1) year.

Lot 1 - Interim Financial Support services as extra additional resource (consultants) needed to support a range of standardized and global financial accounting and reporting processes. Lot 2 - Corporate Tax, Tax compliance, Indirect Tax, Transfer Pricing, Tax Controversy, M&A Tax advisory, Tax advisory on rules and standards. Lot 3 - Models for financial performance management, Advisory on processes to configuration of financial budgets, Cost allocation models, ESG performance models. Lot 4 - Global coordination for assignment population, Tax compliance, reconciliation, return for expats, Payroll information to assigned population. Lot 5 - Risk management models for energy price forecast, financial funding, supply forecast and general financial risk management. Lot 6 - Advisory and coordination of activities when establishing new legal entities in new countries, Outsourced payroll and accounting services in new countries.

The purpose of the tender is to establish a global framework agreement with one (1) tenderer enabling Ørsted to purchase Digital Personal Devices in the following categories: laptops, desktops, accessories & extended warranty on digital personal devices.

Ørsted are planning for a new frame agreement with bi-annual ROV inspection with planned call-offs in 2027-2029-2031 optional 2033, but not limited to call-off in these specific years. The ROV IRM scope will be at the two Ørsted owned and operated 24” and 30” offshore gas pipelines including subsea structures, risers and spools and the 20” offshore oil pipeline. 2.3.5 Inspection services. Contractor shall perform inspections including but not limited to: IRM ROV inspection work according to Ørsted, inspections Sheets, Visual Inspection, CP stabbing, Cleaning of Marine Growth. And optional but not limited to scope for: Removal of seabed objects, Flooded member detection (FMD), FIGS pipeline and structure CP task, Other ROV task. Please note, that above scope is preliminary and a subject of change. The scope / tasks are not limited to above. The final scope will be defined in each call-off. Contractor shall perform the work in accordance with the procedures, specifications and re-quirements set out in Ørsted but not limited to this. In undertaking this work Contractor shall engineer his activities in such a way, that it will include all and any on- and offshore work required to perform the scope of work. Expected duration for execution including mobilization and demobilization per call-off is 5 – 10 days. Vessel and equipment: Vessel that can operate safely in the North Sea area, Operation and management of DP2 ROV support vessels, Vessel that can be approved an operated after Marine Operation Procedures (TotalEnergies, INEOS, and Ørsted), ROVS onboard: WROV, OROV and Mini ROV, High pressure subsea cleaning equipment.

Concerning IRM ROV Campaign

The Contract is for the purchase, delivery and implementation of Ørsted Risk Management Platform to the Contracting Entity for the Project. The purpose of the purchase is for Ørsted to acquire a comprehensive Risk Management Platform to support our organization in effectively managing risks across our company, including wind farm operations. Ørsted operates in the renewable energy sector, manages a diverse portfolio of wind assets, both in development and in operation. The complexity of operations, along with external factors like environmental regulations and regulatory requirements, requires the continuous evolution of our risk management approach to maintain resilience, agility, and efficiency across the risk lifecycle. We aim to establish a platform where the major business risk areas will be able to manage their detailed risks in their individual access-controlled domains. Risks should be able to be aggregated at an enterprise level with integration from other risk systems. The new platform should enable us to capture risks consistently from many business areas across the organization, promote consistency in risk evaluation, and facilitate enhanced communication and decision-making at all layers of the business. The platform should support structured risk identification and assessment methodologies, allowing Ørsted to prioritize risk based on likelihood and impact, and assign clear ownership and mitigation actions.
