Eignungskriterien

• • •Tenderers are registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU
  • •suppliers from certain member states may have to fulfil other requirements in the mentioned annex.
  • •Minimum qualification requirements
  • •Requirement: Tenderers shall be legally registered in a company register or a commerce register in the country where the tenderer is established. Documentation requirement: Norwegian companies shall have a Company Registration Certificate. Foreign companies shall have registration certificates in professional registers as determined by legislation in the country where the tenderer is established.

• The tenderer ́s ("total") annual turnover for the number of financial years requested in the tender notice or in the procurement documents is as follows

  • •Minimum qualification requirements
  • •Requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract. As a minimum, turnover of an equivalent contract value divided between the last two fiscal years is required. Documentation requirement: Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution. Annual accounts including notes with the board ́s and auditor ́s reports for 2023 and 2024. If the tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting other documentation. This can, for example, be a confirmation from the auditor about the company's finances.

• Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that

  • •Minimum requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract. Tenderers shall have a rating of minimum A or equivalent. Documentation requirement: Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. If the tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial position by presenting, for example, a declaration from a financial institution about surety.

• Only for public building and construction works

  • •During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration.
  • •Minimum qualification requirements
  • •Requirement: Tenderers shall have experience from relevant assignments. Relevant assignments mean assignments that involve both water and sewage work and cable work in each assignment, as well as a similar interest picture (large scope of landowners, two or several public actors). The assignments may be in the final phase of the project. Documentation requirement: A minimum of 3 assignments from the last 5 years must be stated. The description of the assignment shall as a minimum include: Name of the assignment, description of work carried out/executed in the project, the value of the assignment, duration, contracting authority, including contact information and description of the interested parties/participants involved in the project.

• Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control

  • •For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented.
  • •Minimum qualification requirements
  • •Requirement: Tenderers shall have sufficient resources to fulfil the contract.
  • •Documentation requirement: A description of the personnel and material that the tenderer has at his disposal for fulfilment of the contract.

• The following education and professional qualifications are possessed by the tenderer and/or (depending on the requirements set in the notice or in the procurement documents) of the leading employees

  • •Minimum qualification requirements
  • •The tenderer shall provide personnel with suitable competence and experience in construction/land contracts. In order for competence/experience to be considered suitable, the personnel at our disposal must have formal competence and experience that is relevant for the assignment ́s complexity and size. Documentation requirement: Information on education and professional qualifications (CV) for the offered project organisation, i.e. project manager/assignment manager/site manager/bas/engineering design manager/quality assurance manager/HSE responsible.
