The Norwegian Public Roads Administration, Division Operation and Maintenance (henceforth referred to as the Contracting Authority) requests tenders for the delivery of shelters for use along the national road network in Oslo. The aim of the procurement is to achieve a uniform stop design by using uniform shelters. Universal design will form the basis for the assembly of new shelters and upgrades.

Eignungs- & Bewertungskriterien

Eignungskriterien

    • Tenderers must have sufficient financial capacity to fulfil the contract.
    • In order to fulfil the requirement, it is sufficient for the tenderer to be assessed as credit worthy based on Experians Commercial Delphi score.
    • If a tenderer is assessed lower than credit worthy, the contracting authority can undertake an overall assessment based on additional information.
    • The contracting authority will obtain a credit rating from Experian.
    • If there is doubt, the Contracting Authority can obtain further information from the tenderer.
  • Tenderers shall have relevant experience. The following central works/areas are particularly relevant

    • • delivery of shelters, shelters or equivalent module based constructions.
    • • Deliveries that include transport, placement and assembly.
    • • Deliveries with requirements for universal design and public orientated use.
    • Documentation requirement:
    • Tenderers shall confirm that they fulfil this requirement when submitting their tender.
    • Tenderers shall present the following documentation proof if requested by the contracting authority:
    • - An overview of at least 3 (maximum 5) of the most important, relevant work performed during the last three years, including a short description of the assignment, the name of the public or private recipient, as well as information on value/amount/scope and date.
    • A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment.
    • Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.
  • The tenderer must have sufficient implementation ability. Handle deliveries within the contract ́s delivery times by

    • • carry out deliveries within the stated deadlines (8 weeks).
    • • handle several call-offs during the agreement period.
    • • ensure stable delivery of components and materials.
    • • carry out transport, logistics and placement of shelters.
    • Documentation requirement:
    • Tenderers shall confirm that they fulfil this requirement when submitting their tender.
    • Tenderers shall present the following documentation proof if requested by the contracting authority:
    • - An account of how sufficient implementation ability shall be ensured for this assignment. Tenderers must give an account of the tools, materials and technical equipment that they have at their disposal for fulfilment of the contract.

Zuschlagskriterien

  • Price: Documentation requirement: Tenderers shall enclose a completed price form in annex 1.

  • K1 Climate and environment

    • Tenderers shall offer systems and initiatives for the following categories:
    • 1. Environmental impact
    • contribute to reduce the impact of the environment
    • 2. Carbon footprint
    • seek to reduce the total carbon footprint
    • 3. Transport
    • have an environmentally friendly distribution of the deliveries.
    • Tenders that give real environmental effect in the implementation of the contract, with emphasis on emission reduction, fossil free systems, circularity and management will be emphasised.
    • It is the concrete solutions, the measures and the documented environmental effect in the tender that will be assessed.
    • Documentation requirement:
    • Tenderers shall describe and document in the tender.
    • 1. Environmental impact
    • systems and measures that can contribute to reducing the impact on the environment.
    • 2. Carbon footprint
    • solutions and measures that can seek to reduce the total carbon footprint
    • 3. Transport
    • which methods, technology and procedures connected to the distribution of the deliveries can contribute to limiting the impact of the environment.
    • 4. Transport
    • what systems and measures have been implemented to ensure environmentally friendly transport systems
    • 5. Routines
    • how total energy consumption and environmentally friendly transport are measured and followed up
    • 6. Routines
    • how systems and measures are reported and followed up.
  • K2 Quality of equipment

    • Emphasis will be put on which equipment the contract works are delivered with beyond the minimum requirement for the specified minimum equipment.
    • Documentation requirement:
    • Tenderers shall enclose a description of the documentation that solutions, work methods or materials that the contract works are delivered with. Tenderers shall document that the offered system or offered product fulfils the tender documentation ́s function requirements and quality level beyond this.
  • K3 Delivery Time

    • Emphasis will be put on the tenderer demonstrating that the delivery can be offered within the stated latest deadline in the tender offer.
    • The longest delivery time will be used in the evaluation at different delivery times for the different products.
    • The maximum delivery time for shelters is 8 weeks from the order date. The shortest delivery time will get the highest points score.
    • The delivery time for ordering 1 shelter (3 modules) will be used in the evaluation.
    • The maximum delivery time for spare parts is 3 weeks calculated from the order date.
    • The shortest delivery time will get the highest points score.
    • Documentation requirement:
    • Tenderers shall give an account of their progress plan and the planned delivery time.
    • Tenderers shall fill in the table in the Delivery Time tab, Annex 2 Requirement Table.
