Eignungskriterien

• Requirements regarding the tenderer ́s technical and professional qualifications. The tenderer must have sufficient implementation ability. Documentation requirement

  • •Tenderers shall confirm that they fulfil this requirement when submitting their tender.
  • •Tenderers shall present the following documentation proof if requested by the contracting authority:
  • •- An account of how sufficient implementation ability shall be ensured for this assignment. Tenderers must give an account of the tools, materials and technical equipment that they have at their disposal for fulfilment of the contract.
• • •Requirements of the tenderer's economic and financial capacity.
  • •Tenderers must have sufficient financial capacity to fulfil the contract.
  • •In order to fulfil the requirement, it is sufficient for the tenderer to be assessed as credit worthy based on Experians Commercial Delphi score.
  • •If a tenderer is assessed lower than credit worthy, the contracting authority can undertake an overall assessment based on additional information.
  • •The contracting authority will obtain a credit rating from Experian.
  • •If there is doubt, the Contracting Authority can obtain further information from the tenderer.

• Requirements regarding the tenderer ́s technical and professional qualifications. Tenderers shall have relevant experience. The following central works/areas are particularly relevant

  • •Experience with the delivery of equivalent equipment requested in this procurement.
  • •Documentation requirement:
  • •Tenderers shall confirm that they fulfil this requirement when submitting their tender.
  • •Tenderers shall present the following documentation proof if requested by the contracting authority:
  • •- An overview of at least 3 (maximum 5) of the most important, relevant work performed during the last three years, including a short description of the assignment, the name of the public or private recipient, as well as information on value/amount/scope and date.
  • •A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment.
  • •Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.

  • •Tenderers shall enclose a completed price form, annex 1.

• K1 Climate and environment

  • •Tenderers shall contribute to reducing the impact of the environment.
  • •Tenderers shall seek to reduce the impact of the environment by offering:
  • •1. Guarantee period
  • •The expected lifetime of the friction meter is 10 years, with the accompanying equipment and software. Tenderers shall describe the guarantee period in the tender. The longest guarantee period gives the highest score.
  • •2. Access to service points.
  • •Tenderers shall describe where the service point(s) are located geographically in the Norway.
  • •3. Software updates and remote troubleshooting
  • •It is advantageous if the service provider has the ability to troubleshoot, reset and perform any software updates remotely controlled. Tenderers must be responsible for the network themselves and any costs connected to this. Connections to the Norwegian Public Roads Administration's network are not allowed.
  • •Tenderers who offer this shall describe measures and routines connected to software updates and remote troubleshooting.
  • •4. Range friction measurement with a full water tank
  • •Transport and access to water will contribute to influencing GHG emissions. Tenderers shall state the range of a water tank with the use of 0.5 mm water film.
  • •Documentation requirement:
  • •Tenderers shall describe and document how they can contribute to reducing the impact of the environment.
  • •Tenderers shall describe and document measures and routines for the climate and environmental requirements set in this procurement.
  • •Tenderers shall describe and document routines for how they report, measure and follow-up the environmental work.

• K2 Delivery requirements

  • •Tenderers shall offer equipment that covers the requirements for the delivery described in point 2.1 in the requirement specifications.
