Stavanger municipality c/o Sport and outdoor environment shall enter into a contract for the procurement of one special vehicle for flushing and suction of the pipeline network and emptying interceptors for sludge, and more, hereafter called a flushing and suction vehicle.

Eignungs- & Bewertungskriterien

Zuschlagskriterien

  • Delivery

    • The delivery time will be assessed based on the stated delivery time for the delivered and prepared vehicle.
    • The delivery time is stated in the "Products" tab in Mercell.
    • Shorter delivery times will be assessed as better than longer delivery time. The delivery time shall be stated in the number of calendar weeks from when the contract is signed.
  • Price

    • The price will be assessed based on the offered total price for a complete flushing and suction vehicle in accordance with the requirement specifications.
    • The price is stated in the "Products" tab in Mercell.
    • The lowest price will be assessed as the best. The price evaluation will be carried out in accordance with the contracting authority ́s chosen evaluation model.
    • The detailed description of the price is to be given in Annex 2 - Price Form.
    • In the event of contradictions between the prices, the price will be taken from the Price Form for the evaluation.
  • Quality

    • The contracting authority would like a robust, efficient, safe and reliable vehicle and it will assess to what degree the offered system adds value beyond the minimum requirements.
    • The evaluation will be based on the tenderer ́s descriptions and documentation. Emphasis will be put on systems that have been well-worked out, documented and adapted for practical use over time. See Annex 3 - Requirement Specifications for a detailed description of the points.
    • Point 1.21
    • An evaluation will be made of how well the system contributes to optimal utilisation of the vehicle ́s total weight capacity. Systems that document a balanced axel load and a high payload in practical operation will be assessed higher than systems with less efficient weight distribution. Clear and verifiable weight calculations are expected as well as an account of how the construction contributes to optimal utilisation of the axles.
    • Point 1.4.5
    • Consideration will be given to how well the engine ́s performance is suited to the vehicle ́s area of use. Systems that document available torque at low revs and that provide efficient and stable operation under load will be assessed higher. Technical documentation is expected to clearly show the engine ́s characteristics and practical advantages in use.
    • Point 4.1.2
    • It will be assessed how robust, reliable and user friendly the high pressure system is. Systems that provide precise regulation, gentle start-up and easy access for maintenance will be considered higher than simple systems. A clear and concrete description is expected of the system ́s structure, operation and maintenance.
    • Point 4.2
    • An estimate will be made of how well the system safeguards the reliable water supply and simple maintenance. Systems that reduce the risk of clogging and provide easy cleaning and control will be considered higher. A concrete description is expected of the system ́s function, placement and maintenance in practice.
    • Point 4.3
    • An evaluation will be made of how effective and thoughtful the pressure water flow is to the point of use. Systems that document low pressure loss, robust components and safe operation under load will be assessed higher. A report on the dimensioning, choice of materials and the system ́s performance is expected to be high.
    • Point 4.6
    • An emphasis will be made on how well the system facilitates efficient and ergonomic use. Systems that give good range, stable operation and simple operation will be considered higher. A clear description is expected of the system ́s functionality and practical advantages in the field.
    • Point 5.2.2
    • Consideration will be given as to how flexible and functional the tower system is. Systems that provide a large work area, precise control and safe handling will be considered higher than systems with limited functionality. Documentation of a movement area and an account of how the system contributes to efficient use are expected for high counting.
    • Point 6.8
    • An evaluation will be made as to what degree the system contributes to reduced downtime and effective technical follow-up. Systems that provide easy access to troubleshooting and technical support will be assessed higher. A clear description is expected of how the system functions in practice and what support the tenderer offers for a high rating.
    • Point 7.2
    • Consideration will be given to how well the extension is adapted to the chassis in regard to weight, balance and functionality. Systems that document a high payload and thoughtful placement of components will be considered higher. Detailed and verifiable weight calculations are expected for high counting.
    • Point 7.4.1
    • An assess will be made as to how appropriate and user friendly the furnishing systems are. Systems that give good order, accessibility and functionality in daily operations will be considered higher. A concrete description of the systems and their practical benefit is expected for high counting.
    • Point 7.4.3
    • An estimate will be given of how well the material fabric fabric is suitable for a long lifetime and demanding operational conditions. Systems that document durability and low maintenance requirements will be assessed higher. Documentation of choice of materials is expected to be high.
    • Point 10.2.1
    • The complete and verifiable weight calculations will be assessed. Systems that provide a high degree of predictability for completed vehicles will be assessed higher. Detailed calculations are expected with and without loads for high volumes.
    • Point 10.2.3
    • The tenderer will assess how good and clear the guarantee terms are offered. Systems that provide a high degree of security during the operations period will be assessed higher. Clear and documented guarantee terms are expected to be high.
    • Point 10.2.9
    • Consideration will be given to how well the tenderer ensures long-term operation and availability. Systems that document good access to spare parts and technical support over time will be assessed higher. A clear account is expected for high accounts of how this is taken care of in practice.
