Copenhagen Airport (CPH) is experiencing passenger growth and increasing demand for more departures from the airlines, and in 2025 Copenhagen Airport had a record total of 32.4 million passengers. Due to the growth, Copenhagen Airport is expanding and will be opening additional remote aprons in 2027 and 2029 with a subsequent demand for bus operations to transport passengers to and from airplanes at the remote aprons. The flights handled at remote aprons are often short-haul flights within Europe, and some long-haul flights are also handled using buses. This results in bus operations being characterized by a peak-driven demand with major peaks between 7:00 and 9:00 and in the afternoon between 17:00 and 19:00. Copenhagen Airport has an existing bus fleet for airside operations of 22 diesel buses. The buses are of various age between 6 and 20 years, and many are end-of-life (EOL), resulting in increasing risk for downtime. The buses are maintained primarily at the internal auto repair workshop. With this invitation to tender, the Contracting Entity intends to invite tenders for electric apron buses for airside operations, transporting passengers between the remote aprons and gates. The airside buses will replace the complete existing bus fleet of 22 buses in an initial order, and the tender further has options to procure up to 18 additional buses.

Eignungs- & Bewertungskriterien

Eignungskriterien

  • (A) Average yearly turnover of minimum EUR 30,000,000 according to the latest two available financial statements prior to the deadline for submission of application for prequalification.

  • (B) Solvency ratio of minimum 10 % according to the latest available financial statement prior to the deadline for submission of application for prequalification.

  • (C) Equity of minimum EUR 15,000,000 according to the latest available financial statement prior to the deadline for submission of application for prequalification.

  • Technical and professional ability The Application may include a maximum of five (5) references. It is the Applicant’s responsibility to select the references that are considered most comparable to the tendered contract. If more than five (5) references are submitted, only the first five (5) references listed will be taken into account for CPH’s evaluation of the Application. To enable the assessment of suitability and selection, the Applicant's references, as stated in the eESPD, must include the following

    • a. The reference customer, including contact information
    • b. Contract period as well as time of delivery and commissioning
    • c. Description of the reference customer
    • d. Description of how the reference is similar to the subject matter of the contract as described in section 11.2.4
    • e. Scope of the delivery
    • f. Description of the services delivered
    • g. The Applicant’s role in the delivery
    • CPH reserves the right to contact the stated reference customer in order to verify the information provided.
    • CPH encourages the applicant to provide a comprehensive yet concise description of the reference, which should not exceed 4800 characters including spaces, equivalent to two (2) A4 page
    • In assessing whether the references provided are comparable to the subject matter of the tendered contract, the following aspects will be taken into account:
    • Production and delivery of a fleet of buses for the weather conditions and bus operations comparable to Copenhagen Airport
    • Delivery of integrated solutions consisting of:
    • Delivery of buses
    • Service & maintenance contract including spare parts during the economic lifecycle and maintenance services
    • The Applicant must meet the following minimum requirements to be deemed technically and professionally capable of performing the contract:
    • • The applicant must have carried out a minimum of Two (2) deliveries of supplies or services within the past three years which are comparable to the subject matter of the contract. The formal requirements for the content of the references are set out in section 11.2.2.1 of the Tender Conditions, and for the assessment of comparability with the subject matter of the contract, reference is made to section 11.2.2.2 of the Tender Conditions.
    • The references must have been carried out within the last three years from the application deadline. The execution date is calculated from the date of completion of the reference. Ongoing references will be accepted, provided that the reference has been ongoing for at least 12 months.
    • The references can be ongoing orders. If the Tenderer submits references that are ongoing, the Tenderer must state clearly which parts of the deliveries that have been concluded including the numbers of buses and what services have been delivered on the time of the submission of the ESPD.
    • The reference requirement may be fulfilled through references where the Applicant acted as supplier or subcontractor. The determining factor is that the Applicant has carried out the work covered by the reference. It is permitted for the applicant to use previous work carried out for CPH as a reference, but it is the applicant’s own responsibility to assess whether this reference is the most comparable to the task being tendered.
    • Please note that an Applicant may only include its own references in its own ESPD, i.e. for the legal entity in question (e.g., company). This means, for example, that references from affiliated group companies may only be taken into account if the Applicant relies on the technical and professional capacity of the affiliated group companies and if a separate ESPD and letter of support is submitted for the relevant group company, cf. below.
    • For consortia, the consortium members must collectively fulfil the minimum requirement. For Applicants relying on the technical and professional capacity of other economic operators, the Applicant and the supporting entity must jointly fulfil the minimum requirement.
    • Envisaged number of candidates: 5
    • Objective criteria for choosing the limited number of candidates:
    • If more than 5 applicants are not subject to the grounds for exclusion, cf. section 11.1 of the Tender Conditions, and meet the minimum suitability requirements, cf. section 11.2 of the Tender Conditions, CPH will select the 5 applicants to be invited to submit initial tenders on the basis of an assessment of which applicants have demonstrated the most relevant references in relation to the subject matter of the contract.
    • The selection will be based on the following criteria:
    • A. References that to the greatest possible extent correspond to the subject matter of the contract as described in section 11.2.2.2
    • - The extend the references concerns production and delivery of a fleet of fully electrical buses for the weather conditions and bus operations comparable to Copenhagen Airport.
    • - The references concern delivery of integrated solutions consisting of delivery of buses, service and maintenance including delivery of spare parts.
    • B. The extent to which the reference customers are comparable in size and complexity to CPH.
    • Please note that any ambiguities and/or unclearness in the information submitted in the ESPD may be regarded negatively in the evaluation when selecting the limited number of candidates.
  • Objective criteria for choosing the limited number of candidates
