Eignungskriterien

• • •Tenderers are registered in a professional register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU
  • •suppliers from certain member states may have to fulfil other requirements in the mentioned annex.
  • •Minimum qualification requirements
  • •The tenderer shall be a legally established company.
  • •Documentation: Company Registration Certificate. Foreign tenderers must submit an equivalent certificate from the register of business enterprises in the country where the company is established.

• Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that

  • •Minimum qualification requirements
  • •The tenderer must have the financial capacity to carry out the contract.
  • •Documentation: Credit rating, not older than 3 months, carried out by a publicly certified credit rating institution, at least credit worthy.
  • •If the tenderer does not fulfil the qualification requirement through the above mentioned documentation, other documentation that the Contracting Authority finds suitable for documenting economic and financial capacity will be accepted, such as a parent company guarantee or other guarantee/security.

• Only for public goods deliveries

  • •In the reference period, the tenderer has carried out the following important deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
  • •Minimum qualification requirements
  • •Tenderers shall have relevant experience and competence from equivalent deliveries.
  • •Documentation: An account of relevant deliveries in the last 3 years. The account shall include a description of the delivery, buyer, value, date, name and contact data of a gender neutral preferred.

• Price

  • •Price, calculated from the following:
  • •- Weighted tender sum stated in Annex 3, price form 2.4.

• Security of Delivery and Quality

  • •Security of delivery and quality for the delivery for additional value beyond the minimum requirements, with emphasis on the following:
  • •After a total assessment, the following criteria will be weighted a total of 5%:
  • •- The delivery ́s delivery time, including the tenderer ́s security that this is maintained.
  • •- Plan for the implementation of the delivery, including a system for trial operation.
  • •After a total assessment, the following criteria will be weighted a total of 30%:
  • •- Driver environment, including i.a. entry height and width, sitting comfort/spaciousness, instrument service, performance that improves HSE,
  • •The delivery ́s function, technical value and operational safety in general, including, among other things, technical systems, such as payloads/volume extensions, functionality extensions and cranes, as well as for the refuse collection vehicle in total.

• Climate and environment

  • •Climate and environment, based on a combined assessment of the following additional values beyond the minimum requirements that ensure lifetime/regularity for the refuse collection vehicles:
  • •- Quality of service agreements, quality training, possibility for function monitoring and entry inspections.
  • •- Availability/travel time to a local service workshop and response time for repair services, as well as delivery time for spare parts.
  • •- Access to spare parts over the lifetime, warranty time and terms for the chassis and body, to what extent parts can be repaired/replaced, and any other qualities that ensure lifetime/regularity.
