The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The objective of the agreement is to cover the customers ́needs for collection, transportation and treatment of milled wood from Attvin Produksjon AS. The contracting authority would like as much wood as possible to be used for a certified treatment facility, for recycling. The remaining amounts shall be for energy recovery at certified incineration plants. Comments on the contract: Treatment of treated wood (defined as hazardous waste) is not a part of the agreement. •If the tenderer is not carrying out the obligations in accordance with the above, the customer has the right to. order transport and final treatment for other approved incineration plants with recycling or energy recovery at the tenderer's expense.

  • Price

    • Weighting:
    • The award criteria is weighted 50%.
    • Orientation:
    • Tenderers shall fill in the attached price form in their cost calculations and submit it as an annex to the tender in Excel format. All fields in the attached price form marked with yellow shall be completed.
    • Missing completion of
    • price fields can cause difficulty in assessing the tender and the tender can then be
    • rejected.
    • All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that can
    • expected to be incurred for the delivery. Order fees and invoice fees are to be seen as expenses.
    • The prices shall include all costs for the customer who is included in this competition. Costs That
    • that the tenderer knows will be included, but who is not specifically stated in the tender, will be seen as included in the
    • stated costs.
    • All prices can be price regulated.
    • Evaluation:
    • The total sum from the price form will form the basis of the price evaluation.
    • When assessing the price, a hybrid model with break point 1 will be used. The attached template for
    • evaluation model.

  • Implementation ability

    • Weighting:
    • The award criteria is weighted 20%.
    • Orientation:
    • General part
    • Tenderers shall, in this award criteria, describe their ability to fulfil the contract, including:
    • •Collection frequency: routines for collecting waste when ordered.
    • •Stand-by systems: routines for collection, storage and processing.
    • The response shall be maximum 2 A4 pages. The response shall not include a cover page or
    • table of contents. Any pages after page 2 will not be evaluated. Any links etc. in the reply will not be evaluated.
    • Evaluation:
    • This award criteria will be assessed based on the tenderer ́s description of the award criteria. A total procurement assessment of the described system will be carried out during the evaluation.
    • Best solution will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution.
    • The tenderer ́s total points for this award criteria is weighted with
    • the award criteria's weighting percentage.
    • Evaluation:
    • This award criteria will be assessed based on the tenderer ́s description of the award criteria. A total procurement assessment of the described system will be carried out during the evaluation.
    • Best solution will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution.

  • Environment

    • Weighting:
    • The award criteria is weighted 30%.
    • Orientation:
    • The contracting authority aims at the highest possible portion of wood in this agreement
    • for recycling materials.
    • Attvin sorts the wood into two fractions that are wood for material recovery and wood for
    • energy recovery, cf. point: The Service. Experienced figures are approx. 70% for recycling materials and 30% to
    • energy recovery.
    • Therefore, as part of the tender offer, the tenderer shall state which portions in tons of the contract waste of 70% for material recovery, which the tenderer ́s facility/treatment method will be able to sort out.
    • for recycling materials, incineration with energy utilisation and burning without energy recovery.
    • Tenderers are requested to fill in orange cells in the attached exel file "award criteria environment". Tenderers are requested to fill in the distribution in tons and treatment place for the different treatment methods.
    • Documentation of the figures that are filled in the form 'the award criterion environment' must be sent on request (both for evaluation and throughout the contract period).
    • The evaluation:
    • This award criteria will be assessed based on the tenderer ́s response in orange cells in the annex.
    • "Environmental award criteria".
    • Treatment methods will be given points as follows:
    • •Material recovery 10 points
    • •Energy recovery with burning 5 points
    • •Energy recovery without burning 0 points
    • The tenderer ́s completion of the number of tons will multiplie by points per treatment method.
    • Best solution will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution.
    • The tenderer ́s total points for this award criteria is weighted with the award criterion ́s
    • percentage of weighting.
