Eignungskriterien

• Company Registration Certificate

  • •The tenderer shall be a legally established company.
  • •Documentation requirements:
  • •* Norwegian companies: Company Registration Certificate.
  • •NB: The contracting authority will obtain company registration certificates from the brreg.no
  • •* Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

• Economic and financial capacity

  • •Tenderers must have the financial capacity to carry out the assignment.
  • •Documentation requirements:
  • •* The company's annual accounts or extracts thereof if the publication of annual accounts is required in the country where the tenderer is established.
  • •NB: Norwegian companies obtain the contracting authority's annual financial statements from brreg.no.
  • •Foreign companies can refer to an equivalent place where the contracting authority can obtain the annual accounts without costs.
  • •Or
  • •* The accounts balance for the last three available fiscal years. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.
  • •* A statement of the company's total turnover for the maximum of the three last available fiscal years. The declaration can also apply to the turnover within the area that the contract applies if this information is relevant and available. This requirement only applies to companies where the publication of annual accounts is not required in the state where the company is established.

  • •* Credit evaluation/rating, not older than 3 months, based on the last known fiscal figures.

• Experience from comparable contracts

  • •Experience is required from projects of an equivalent nature and degree of difficulty.
  • •By an equivalent nature and degree of difficulty, we mean adaptations to the body on the chassis.
  • •Documentation requirements:
  • •An overview of relevant work carried out during the last 3 years. The overview shall state the time and place the work was performed, the nature of the work, the degree of difficulty as well as the contracting authority.

• Quality assurance system

  • •Tenderers shall have quality assurance measures suited to the content of the contract.
  • •Documentation requirements:
  • •* A description of the tenderer's quality assurance measures.
  • •If a tenderer is certified iht. ISO 9001 or equivalent quality assurance standards, it is sufficient to present a copy of a valid certificate.

• Due diligence assessments

  • •Tenderers shall be suitable to fulfil contract requirements for due diligence assessments for responsible businesses from 6 months after the contract has been signed.
  • •This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as to prevent environmental degradation and corruption.
  • •Documentation requirements:
  • •A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies.
  • •The documentation shall include:
  • •* Formal policies/policies that cover an obligation to comply with the requirements of responsible businesses.

• In accordance with Oslo municipality ́s environmental goal of reducing transport emissions, VAV will procure a suction/flushing vehicle that has zero emission technology in the form of electrical or compressed biogas, which is estimated to have zero emissions above 7.5 tons. The procurement contributes to reducing emissions of HVAC ́s vehicles and machines, which reduces the impact on the environment in Oslo. There are minimum requirements for electrical and biogas in the requirement specifications and in the contract for transport (last mile)

  • •Tenderers are obliged to use vehicles that are either zero emission vehicles (i.e. 100% electric or hydrogen) or biogas vehicles that as a minimum fulfil Euro class 6/VI in the execution of the contract (last transport stretch/last mile).
  • •This requirement applies for the delivery of the goods and the service aspect service and repair contract in the contract.
  • •The requirements are set as a minimum requirement as this gives a stronger environmental effect than evaluating the environment as the award criteria. The environment will therefore not be included as the award criteria in this procurement.
