Qualification system for electrotechnical works services in 220/380 kV substations with tenders/ RFQs and execution in English language

Eignungskriterien

• Qualification Criteria (I) - Suitability to pursue the professional activity

  • •Requirements that the participants must fulfill regarding their qualifications:
  • •a) There are no grounds for exclusion pursuant to Sections 123, 124 GWB
  • •b) Compliance with the statutory minimum wage or the collectively agreed remuneration regulations
  • •c) Signature of the declaration of commitment "Sanctions against Russia" and compliance with its content

  • •Methods by which the fulfillment of the individual requirements is checked:
  • •a), b): Self-declaration: Applicant questionnaire and approval (check mark) in the Ariba portal
  • •c) Self-declaration and proof: Applicant questionnaire and upload in the Ariba portal

• Qualification Criteria (II) - Economic and financial standing

  • •Requirements that the participants must fulfill regarding their qualifications:
  • •d) Professional and public liability insurance stating the sums insured (per claim and max. insurance period) for property damage and personal injury as well as for financial losses

  • •Methods by which the fulfillment of the individual requirements is checked:
  • •d) Certification. Alternatively (to be justified by the applicant) a certificate that insurance cover (see requirement) will exist for the applicant in the event of an order.

• Qualification Criteria (III) - Technical and professional ability

  • •Requirements that the participants must fulfill regarding their qualifications:
  • •e) Ability to process orders and project documentation in English (language level C1, CEFR)
  • •f) Ability to communicate on-site (e.g. at the construction site) in German, i.e. selected personnel (e.g. site manager) are able to communicate in German (language level C1, CEFR)
  • •g) Deployment of electrically trained personnel and at least one certified electrician (or comparable)
  • •h) Proven references with a commissioning within the last ten business years at a transmission system operator or similar infrastructure company with electricity transmission systems, applying the relevant national and European standards (or comparable).

  • •Methods by which the fulfillment of the individual requirements is checked:
  • •e), f), g): Self-declaration: Applicant questionnaire and approval (check mark) in the Ariba portal
  • •h) Upload of complete reference list (EXCEL and PDF, template provided by 50Hertz: “Reference_List_Q_System_ELT_Substation_RFQ_EN”) in the Ariba portal:
  • •- Pool A: At least four references on the primary and secondary technical planning and construction (conversion of existing substations under operation) of substations (at least 380 kV)
  • •- Pool B: At least two references for the primary and secondary planning and construction (expansion or conversion of existing substations under operation) of substations (at least 380 kV)
  • •- Pool C: At least 2 references on the construction (new construction, extension, or conversion of existing substations under operation) of substations (at least 220kV and 2 bays). Of the two references, at least one reference must also reach the 380 kV voltage level and at least one reference must include the expansion or conversion of existing substations. These conditions may be fulfilled in one or two different references.
