Eignungskriterien

• • •Tenderers must have sufficient economic and financial capacity to fulfil the contract.
  • •The company's annual average turnover over the last three years is required to be equal to or exceed NOK 100 million.
  • •When assessing, the contracting authority will emphasise whether the documentation in total shows that the tenderer has the economic capacity and financial solidity to fulfil the contract.

• Tenderers shall be legally established and registered in a company register, professional register or trade register in the country where the tenderer is established.

• • •Central certification, or documented competence as stated in SAK chapter 11, or equivalent enterprise classification 3.
  • •Necessary certificates such as ADK-1, certificates for PE-pipe welding and certified for welding pipe systems in water and sewage stations.

• Relevant experience from similar projects with a comparable nature and complexity.

• A quality assurance/management system that is sufficient to fulfil the contract.

• • •Environmental management system
  • •An environmental management system that is sufficient to fulfil the contract.

Zuschlagskriterien

• Price

  • •Documentation:
  • •Completed quantity description with unit prices.
  • •The attached price form (annex 05) shall be completed completely.
  • •The price form, corrected for any calculation errors, is evaluated on the basis of the stated hourly price multiplied by the estimated number of hours per trade category in accordance with the price form (annex 05).
  • •The mark-up percentage will be evaluated on the basis of the stated mark-up percentage multiplied by the estimated costs in accordance with the price form (annex 05).
  • •The contracting authority ́s assessment of the price effect of any reservations and deviations that do not lead to rejection will be based on the alternative that has the greatest financial consequence for the contracting authority.
  • •Emphasis is put on the fact that the estimated number of hours and costs is only to be understood as amounts of evaluation in order to compare the different tenders.
  • •In the evaluation of the price, the lowest tender price will get 10 points and twice the lowest tender price will get zero points. Other tender prices will be scaled linearly.

• Quality/implementation ability

  • •Tenderers shall describe their understanding of the assignment and give an account of how the contract is planned to be carried out. The description shall be concrete, project specific and it shall show a comprehensive approach to planning, coordination and execution.
  • •Each sub-criteria will be given a score between 0 and 10 in the evaluation, then folded up and given a combined score. Each sub-criteria will be weighted equally.
  • •The response should be at maximum 6 pages, with font size 11 and normal margins. The progress plan can be added to the plan.
  • •The following subpoints, B.1 – B.7, shall be described, see the tender documentation for a description.

• Offered Manpower

  • •Competence of key personnel.
  • •Tenderers shall enclose an organisation chart for the project with named key persons down to and including site manager level. The organisation chart shall as a minimum include the project manager and site manager, as well as central sub-contractors and their roles. The organisation chart shall show a connection between the main contractor ́s project organisation and the other links in the company, as well as how organisation towards the sub-contractors is intended.
