Water supply installations are a part of society's critical infrastructure. The material and product range that has been assessed and selected in the detailed engineering design shall fulfil special quality criteria. The ditch route crosses a vulnerable pasture area and the choices made for pipeline material and execution also take into account the builder's obligations to the environmental authority and landowner to carry out the project in an environmentally gentle way.

Most of the scope will be the first contract year. Ten emission vehicles are required for fulfilment of the contract. Further requirements or criteria for climate and environmental considerations are not assessed as appropriate as the service is otherwise equal with consultancy services. The exemption provision in the Regulations § 7-9 will be assessed as fulfilled.

The contracting authority shall take care of the role of project manager. The tenderer shall be involved from the start-up and the selected team/group shall ensure follow-up in the project and the execution phase, and in this construction project the following assignments/roles shall be carried out: ITB Consultant Construction Manager (BL).

The procurement ́s value is estimated to: NOK 1,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 6,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. APPRENTICE: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as disproportionately is considered, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4).
