Eignungskriterien

• The tenderer is registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex.   • •Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established.

  • •• Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

• Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that

  • •4.3.2 The tenderer's economic and financial capacity
  • •Requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract.
  • •• A credit rating not older than 3 months, based on the last known fiscal figures. The contracting authority reserves the right to obtain a credit assessment of the tenderers.
  • •• Companies without a satisfactory credit rating, newly established companies with a credit rating of AN, some foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is fulfilled. In such cases, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. Such alternative documentation shall be included with the tender.

  • •During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration.
  • •Minimum qualification requirements
  • •4.4.1 The tenderer ́s technical and professional qualifications
  • •Requirement: Tenderers shall have experience from previously executed assignments of an equivalent nature and complexity.
  • •By an equivalent nature and complexity, we mean site projects that each or together include: A water and sewage construction project that includes excavation, sheet piling and blocking out.
  • •Documentation requirement: Tenderers shall state 3 reference projects carried out in the last 5 years. As a minimum the reference projects shall be described with the following information:
  • •• Time period
  • •• The assignment ́s value
  • •• Contract type
  • •• Description of the assignment including a description/account of relevance.
  • •• Any use of sub-
  • •• Contact person with contact information.
  • •The description of the reference projects shall be in the attached template (Part 1 Annex 4). It is the tenderer ́s responsibility to document relevance through the reference projects. The contracting authority reserves the right to contact the stated gender neutral preferred in order to verify the provided information.

• The following education and professional qualifications are possessed by the tenderer and/or (depending on the requirements set in the notice or in the procurement documents) of the leading employees

  • •Tenderers shall have organisational capacity/experience to fulfil the contract.
  • •- The project manager and site manager must have minimum 5 years relevant experience in the relevant role.
  • •- Relevant formal competence.
  • •- All key persons shall understand written and oral Norwegian.
  • •The three documented key roles shall be primary resources throughout the construction phase and cannot be replaced without particular documentation in the Contract documentation.
  • •Documentation requirement: for the tenderer's project organisation for solving the assignments, with CVs for the following key persons:
  • •• Project Manager
  • •• Site manager
  • •• Foreman/Bas
  • •There must, as a minimum, be names, age, formal education, experience competence/reference projects (the number of years shall be documented), including information of roles in the projects, courses, relevant and valid certificates and language capabilities. Each CV shall not be longer than two A4 pages.
  • •Only the first two pages will be considered for exceeding the page limit.

• Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements 4.4.3 Tenderers shall have a system for quality assurance. Requirement

  • •The tenderer shall have a quality assurance system that ensures that the delivery fulfils the requirements for quality, traceability, handling deviations and continuous improvement.
  • •Documentation requirement: • A description of the tenderer's quality assurance system, as well as how this is established and implemented in the company.
  • •• Alternative certification from an independent body that shows that the tenderer fulfils relevant quality assurance standards (for example ISO 9001).

• Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements 4.4.4 Tenderers shall have a system for environmental management. Requirement

  • •Tenderers shall have an environmental management system that safeguards environmental considerations during the contract period.
  • •Documentation requirement:
  • •• A description of the tenderer's environmental management system, as well as how this is established and implemented in the business.
  • •• Alternative certification from an independent body that shows that the tenderer fulfils relevant standards (e.g. Eco-Lighthouse, ISO 14001, EMAS).
